Project Overview: Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It is one of the biggest civil engineering projects in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local architect/engineering (AE) firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras Al-Khair Industrial Cities. In June 2026, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port and pipeline expansions, and more. Work Location: Ras Al-Khair . The position is based in Ras Al-Khair, located approximately 100 kilometers north of Jubail Industrial City. Daily commuting between Jubail and Ras Al-Khair is required, using either the available transportation facility or the shuttle bus service. Accommodation for this role is provided in Jubail Industrial City. Complimentary breakfast and lunch are provided for Ras Al-Khair assignees on workdays. This position is designated as Single Status only Job Summary: In this role, you will conduct field investigations and client interviews to determine work scope and cost estimates for a project’s civil/structural aspects. You will lead design, development, modification, evaluation, and constructability reviews of civil/structural components and processes. Your technical expertise will ensure the unique and complex requirements of a project’s civil/structural aspects are met. Major Responsibilities: The Chief Civil Engineer represents the Royal Commission, (the owner), to ensure the safety and quality standards of the project are met for civil engineering discipline. This work is accomplished by the review of work plans, design packages, safety plans, quality plans, procurement plans and RFI’s for ongoing work activities. The Chief Civil Engineer provides an interface between RC Engineering and the Contractor to resolve technical issues. Provide support to Construction Department by reviewing disposition to technical queries (TQ), field change document (FCD) and technical submittals (TS) Provide technical guidance to all Civil Engineers on the project Actively leads the knowledge transfer effort of national civil engineers. Chief Civil Engineer is functionally responsible for team of Royal Commission and Bechtel Civil Engineers. Coordinating and leading design reviews of design packages for Civil and Site Development, utilities design prepared by A/Es. Coordinating and leading reviews with other disciplines and departments for site development packages. Prepare design guidelines for residential, industrial and neighborhood commercial centers analysis utilities for site development and infrastructure projects. Review site development designs for residential and commercial lots developed by private investors. Review Land Allocation Requests (LAR’s). Review, update and prepare revisions to Guideline Specifications related to site development. Education and Experience Requirements: University/College graduate with B.S. in Civil Engineering. Chartered Professional Engineer (or equivalent) with over 14 -17 years’ experience in civil engineering including studies, detailed design, design management and design reviews of large multidisciplinary Infrastructure projects. Significant experience in earthworks, roads, utilities and civil site development hands on detailed design , including coordination with other disciplines and departments for site development packages. Significant experience in design review management and leadership across but not limited to civil infrastructure master planning, road design, community area and heavy industrial land development design, bulk earthworks, surface water drainage design and gravity and pressurized underground utilities system design such as potable water, sanitary wastewater, industrial waste water, recycle water and sea water cooling. Thorough knowledge of discipline engineering techniques, the design of engineered systems and design calculations.Extensive (minimum of 10 years) experience in design management in a medium to large multi-disciplinary engineering project team with high preference placed on heavy industrial projects Understanding of industry or regulatory codes and standards and design criteria pertinent to the particular engineering discipline. Experience in preparation of design guidelines for residential, industrial and Neighborhood Commercial centers analysis utilities for site development and infrastructure projects. Experience with review of site development designs for industrial projects. Experience in the performance of desktop utilities studies. Utilize computer and computer codes to perform site development analysis and designs. Provision of support to Construction Department and disposition of field changes A good understanding of design development and BIM workflows and practices will be highly regarded. A working knowledge of GIS and the application of this to Civil Engineering activities. Required Knowledge and Skills: Proven ability to manage and lead a team of Civil Engineers, provide technical guidance and functional support. Ability to lead and influence the performance of team members towards the achievement of project goals and principles Understanding of the roles played by other departments on projects including basic construction practices and the economics involved. Excellent interpersonal and communication skills (verbal and written) and the ability to build trust based, value adding relationships with people across all levels of business Demonstrated attention to detail and effective time management skillsDemonstrated leadership capabilities with specific experience in leading multi-disciplined design teams Demonstrated experience on a broad scope of urban development projects either in greenfield, brownfield or infill developments Building strong customer relationships, and demonstrate your ability to understand our client's core business and ensure that services meet their expectations Actively leads the knowledge transfer effort of national civil engineers.
