Position Purpose:

The Children & Families Behavioral Health (CFBH) Clinical Manager provides direct clinical and administrative oversight of the CFBH Program while maintaining direct patient care and clinical supervision responsibilities. The Clinical Manager provides clinical leadership and direction to behavioral health providers, supervisors, and team members, oversees program operations, and administrative functions. This is a dual-function working leadership role, with approximately 25% of time dedicated to direct patient care, 25% to administrative responsibilities, and 50% to education, teaching, supervision, and professional development. You’ll work in an outpatient, clinic-based environment — with no after-hours on call, weekends, or major holiday shifts — allowing you to focus on what truly matters: providing quality care and achieving work-life balance.


Essential Functions:

Patient Care

  • Applies high-quality, appropriate evidence-based behavioral health treatment based on clinical diagnosis and assessment of the patient’s presenting problem. Treatment modalities include, but are not limited to, individual, couples, family, and group therapies, at any of the Aviva Health sites.
  • Accurately documents all clinical interventions, diagnosis, symptoms, and presenting problems in the Electronic Medical Record and completes notes in a timely manner as required for outpatient behavioral health service.
  • Works collaboratively as part of an integrated health care team with providers including, but not limited to, Physicians, Nurse Practitioners, Nurses, Specialists, Nutritionists, Behavioral Health Counselors and Therapists, Clinical Psychologist(s), Medical Assistants, Pharmacy, and Psychiatry providers.
  • Participates in weekly review of newly referred patients with the complete behavioral health provider team, including the primary care behavioral health (PCBH) and Outpatient Behavioral Health (OBH) teams.
  • Works with patients to develop sound, evidence-based treatment plan and goals, based on their social, emotional, and health needs.
  • Provides crisis intervention and conducts warm hand-off assessments or provides backup coverage in the OBH and PCBH programs as needed.


Program Oversight & Strategic Planning

  • Provides managerial and supervisorial oversight of the CFBH service line, including monitoring program effectiveness, productivity, and workflow efficiency.
  • Works with the VP for Behavioral Health Services to guide strategic planning for the CFBH Service, including evaluating resource needs and potential expansion of CFBH locations.
  • Identifies and implements changes in CFBH program practices, policies, procedures, and documentation (including EMR templates) to improve service quality and operational efficiency.


People Management & Team Leadership

  • Serves as Clinical Manager providing supervisory functions for the CFBH program, including the Behavioral Health Training Program for students and interns.
  • Serves as a Qualified Supervisor for Board Registered Associate clinicians in accordance with Oregon regulatory requirements.
  • Documents trainee performance and progress in accordance with training program requirements and regulatory standards including formally documenting clinical supervision.
  • Provides clinical education, precepting, and supervision for CFBH providers and Behavioral Health trainees, including teaching didactic topics, mentoring early-career and associate-level clinicians, and supporting their professional development.
  • Allows clinical shadowing of Residents and Behavioral Health Providers as able and permitted by patients.
  • Assist staff with challenging clients, clinical questions, and programmatic situations.
  • Evaluates performance of Behavioral Health providers and ensures staff maintain required training and competencies, including evidence-based treatment modalities, documentation standards, and fidelity to program models, contract requirements, and licensing regulations.
  • Manages team performance, conducts regular meetings, provides coaching, and ensures accountability for adherence to policies, procedures, workflows, and productivity.
  • Manages and supervises clinical staff, including recruitment, onboarding, ongoing training, performance evaluation, and mentorship, ensuring adherence to policies, procedures, productivity expectations, and professional standards.


Qualifications:

  • Graduate degree (master's or doctorate) from an accredited counseling, social work, or psychology program; a program at an institution of higher learning accredited by a regional accrediting agency approved by the Board; or a foreign program that has been evaluated by a credentialing body recognized by the Board.
  • Current and active Oregon licensure as LCSW, LPC, LMFT, or Psychologist (required by first day of employment) and ability to provide licensure supervision upon hire
  • Demonstrated skill in providing behavioral health assessment, diagnosis, and treatment planning
  • Commitment to compassionate, culturally responsive care
