Project Overview: The rapid growth of AI and digitalization is fueling unprecedented demand for data centers that require large, reliable sources of energy. In response to this market trend, the Renewables & Clean Power (R&CP) team have signed an early works contract to build one of the largest gas-fired power generation facilities in the U.S. The candidate will act as the LOTO/PTW – Authorized Operator on the Combined Cycle Gas Turbine (CCGT) Project in Cheyenne, Wyoming. Job Summary: The LOTO Authorized Operator is responsible for the safe execution of electrical and mechanical energy isolations in accordance with the Lockout/Tagout (LOTO) Program. Reporting to the Tagging Authority, the Authorized Operator identifies and verifies isolation points, applies and removes locks and tags, performs zero-energy verification, and maintains accurate isolation records to support construction, commissioning, startup, testing, maintenance, and operational activities. The role ensures compliance with project LOTO procedures, Permit-to-Work (PTW)/Work Authorization (WA) requirements, and site safety standards while protecting personnel, equipment, and facilities from the uncontrolled release of hazardous energy. Major Responsibilities: Identify and verify isolation points using approved drawings, Single Line Diagrams (SLDs), P&IDs, and Energy Isolation Permits (EIPs). Apply electrical and mechanical isolations in accordance with approved LOTO procedures. Install locks, tags, and isolation devices at designated isolation points. Verify the effectiveness of isolations and confirm zero-energy state before releasing equipment for work. Perform dead tests and other approved verification methods on electrical and mechanical systems when authorized. Participate in investigations of LOTO violations and report findings to HSE and the Tagging Authority. Ensure all LOTO documentation is complete and accurate. Sign permits to verify correct installation and removal of locks and tags. Submit completed permits and isolation records to the Tagging Authority. Report discrepancies, unsafe conditions, observations, and violations immediately. Initiate corrective actions for any LOTO non-compliance. Confirm isolation boundaries are adequate for the work scope. Support startup, commissioning, testing, and maintenance activities requiring LOTO controls. Hazardous energy identification. Understanding of energy sources and energy magnitude. Electrical and mechanical isolation techniques and Zero-energy verification methods. Education and Experience Requirements: Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience Required Knowledge and Skills: Relevant experience in delivering large-scale combined cycle power projects. Preferred working experience in industrial, construction, commissioning, power plant, or process facility environments. Successful completion of Authorized LOTO Training and competency assessment. Familiarity with Permit-to-Work (PTW)/Work Authorization (WA) systems and safety procedures. Ability to work shifts, including nights, weekends, and holidays when required. Candidates shall be capable of reading and understanding electrical drawings, single line drawings, and P&IDs. Candidates shall obey all health, safety, and environmental regulations at site. Candidates shall have worked under high-quality standards. Daily inspection of the equipment, temperature and physical condition, report to the TA. Fluency in English and Spanish is preferred for effective communication with multinational teams and stakeholders.
