Job Purpose
The Trade Compliance Department implements and coordinates compliance and supply chain security activities relating to import and export activity. The department is responsible for ensuring proper value, classification, rate of duty, and other required information for imported merchandise is accurately reported to U.S. Customs and other government agencies. Trade Compliance also supports export regulations, including denied party screening, onboarding foreign nationals, assigning ECCN numbers, and researching export sanctions. The department participates in preferential trade programs designed to eliminate, reduce, or defer tariffs, including Duty Drawback and Free Trade Agreements. The Customs Sr. Administrator supports the Trade Compliance Department by monitoring and managing customs clearance through coordination with external Customs Brokerage firms, supporting local content reporting activities, gathering and analyzing data, reviewing documentation, and helping develop solutions to compliance-related problems and issues.
Key Accountabilities
• Support department operations related to import and export functions, supply chain security (CTPAT), local content reporting, and preferential trade programs.
• Manage customs clearance of imported merchandise, ensuring required data elements meet regulatory requirements and deadlines.
• Support export compliance procedures, including denied party screening, onboarding foreign nationals, and researching export sanctions.
• Manage local content reporting required for various government regulations.
• Work with suppliers to gather detailed part-cost data and support local content calculations.
• Conduct audits using statistically relevant random sampling methods and identify compliance rates within assigned trade areas.
• Identify potential compliance problems or issues and assist with developing appropriate solutions.
• Work independently while managing assigned responsibilities and deadlines.
• Maintain continuous learning and professional development regarding international trade, customs regulations, and Honda's business objectives and operations.
• Develop knowledge of government regulations, technical documentation, and reporting requirements for agencies including U.S. Customs and Border Protection (CBP), Bureau of Industry and Security (BIS), Office of Foreign Assets Control (OFAC), DOT/NHTSA, EPA, and FDA.
• Learn and utilize Honda internal systems, including Cost Simulation, DBOM, GPCS, and SRM, to support departmental projects and daily activities.
• Develop an understanding of Honda's product lines, production facilities, and overall business objectives.
• Develop and maintain written instructions, operating standards, training documents, and supporting documentation.
• Maintain documentation necessary to support government audits, verification and validation activities, reasonable care requirements, and record-retention requirements.
Qualifications, Experience, and Skills
Minimum Qualifications
BA/BS degree in International Business, Business Administration, Accounting, Supply Chain Management, or a related field preferred; other applicable education and experience will be considered.
• 3–5 years of import/export and trade compliance experience within the industry, with a customs broker, or with a freight forwarder.
• Licensed Customs Broker or Certified Customs Specialist preferred.
Knowledge, Skills & Abilities
• Strong analytical skills with a compliance-focused mindset.
• Detail-oriented with strong organizational skills.
• Knowledge of U.S. Customs & Border Protection (CBP) import regulations, including 19 CFR, policies, and procedures.
• Knowledge of customs programs and concepts including Reconciliation, Valuation, HTS, Country of Origin (COO), and audits.
• Excellent written and verbal communication skills.
• Strong presentation skills.
• Proficiency with Microsoft Word and PowerPoint.
• High proficiency in Microsoft Excel.
• Database experience preferred.
