Project Overview: Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Job Summary: The Electrical and I&C CSU Program Manager is responsible for the overall leadership, management, and execution of electrical, control systems, automation, networking, life safety, and integrated systems commissioning and startup activities for a large-scale semiconductor manufacturing facility. This position serves as the senior CSU leader responsible for coordinating the successful turnover of facilities from construction through commissioning, startup, operational readiness, performance testing, and final handover to the owner. The role leads a multidisciplinary team of CSU engineers, startup specialists, vendors, subcontractors, and commissioning personnel to safely deliver systems that meet design intent, operational requirements, and project objectives. The Electrical & I&C CSU Program Manager works closely with Engineering, Construction, Quality, Supply Chain, Equipment Vendors, Client Operations, and Project Management teams to ensure a seamless transition from construction completion to operational readiness. • Collaborate: Actively seeks out others’ opinions and input and is open-minded to their views. Comes to work determined to do a good job, for themselves and for their team. • Adaptability: Deep understanding of interconnected technology systems and how to troubleshoot them while they are actively running. • Compliance: Ensure all procedures and equipment setups meet regulatory, OSHA, and environmental safety standards. #LI-AM3 Major Responsibilities: Leadership & Program Management • Provide overall leadership and strategic direction for Electrical and I&C commissioning and startup activities across the project. • Develop and implement the Electrical and I&C CSU execution strategy, staffing plans, testing plans, and system turnover approach. • Lead, mentor, and supervise Electrical CSU Engineers, I&C CSU Engineers, and Control Systems Engineers. • Establish performance objectives and ensure alignment with project milestones and startup goals. • Foster a culture of safety, accountability, technical excellence, collaboration, and continuous improvement. Planning & Execution • Develop integrated commissioning schedules aligned with construction completion, equipment installation, systems turnover, and startup activities. • Oversee development and execution of: o Commissioning Plans o Integrated System Test Procedures o Energization Plans • Ensure all testing activities are completed in accordance with project specifications, owner requirements, industry standards, and regulatory requirements. • Manage turnover activities from construction through final handover to operations. Electrical Systems Oversight Provide program leadership for commissioning of: • Utility substations • Medium voltage distribution systems • Low voltage power systems • Switchgear and switchboards • Motor Control Centers (MCCs) • UPS systems • Emergency power systems • Transfer switches • Grounding and bonding systems • Power monitoring systems Instrumentation, Controls & Automation Oversight Provide program leadership for commissioning of: • Building Management Systems (BMS) • Environmental Monitoring Systems (EMS) • PLC and DCS platforms • SCADA systems • Process automation systems • Control networks • Facility monitoring systems Integrated Systems Testing • Lead integrated commissioning activities between electrical, mechanical, process, controls, and life safety systems. • Coordinate facility-wide integrated systems testing. • Ensure interfaces between utility systems, process systems, control systems, and facility infrastructure function as designed. Safety Leadership • Champion project safety culture and ensure compliance with all project safety requirements. • Ensure proper implementation of: o Energization programs o Lockout/Tagout (LOTO) o Electrical Safe Work Practices o Startup Safety Procedures o Risk assessments and job hazard analyses • Participate in startup readiness reviews and operational risk assessments. Quality & Compliance • Ensure all commissioning documentation is complete, accurate, and maintained within project systems. • Monitor commissioning progress through completion management software and reporting tools. • Verify compliance with: o NEC o NFPA o IEEE o ISA o Project specifications o Client commissioning standards • Lead system acceptance reviews and turnover certification activities. Stakeholder Management • Serve as the primary CSU point of contact for electrical and automation commissioning activities. • Interface with client commissioning teams, operations personnel, vendors, engineering organizations, and construction management teams. • Present progress updates, risk assessments, startup readiness status, and recovery plans to senior project leadership and client management. • Lead resolution of complex technical and execution issues. Education and Experience Requirements: Requires bachelor's degree (or international equivalent) in electrical engineering or related discipline and 13-15 years of relevant experience in mission critical facilities or 17-19 years of relevant work experience in mission critical facilities. Required Knowledge and Skills: Required Qualifications • Extensive knowledge of electrical power distribution systems. • Extensive knowledge of industrial automation and controls systems. • Experience leading large commissioning organizations. • Strong project controls, planning, and scheduling capabilities. • Excellent stakeholder management and leadership skills. • Experience with systems completion and turnover software. • Ability to manage multiple contractors, vendors, and technical resources simultaneously. • Strong problem-solving, communication, and decision-making capabilities. Preferred Qualifications • Semiconductor facility commissioning experience. • Experience with Smart Completions or similar completions management platforms. • Experience commissioning highly automated manufacturing facilities.
