Organizational Setting and Reporting Relationship The position of Financing Partnerships Specialist is assigned to the Partner Funds Division within the Climate Change and Sustainable Development Department (CCSD). CCSD leads thematic operations, knowledge innovation, and partnerships. You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered. You will report to Director, Partner Funds and will oversee junior team members. Your Role As a Financing Partnerships Specialist, you will support the administration and coordination of Japan-funded trust funds under the Japan Funds Team, with primary responsibility for the (i) administration and operation of the ADB-Japan Scholarship Program (ADB-JSP), (ii) institutional and program-level coordination of the ADB-Japan partnership; and (iii) implementation of the team's communications, knowledge, and visibility activities in accordance with approved Strategic Communication Plans and donor visibility requirements. The position contributes to effective management of Japan-funded programs and supports coordination across stakeholders, including the Government of Japan, academic institutions, ADB departments, and resident missions. The incumbent also supports internal team coordination and operational management to facilitate efficient delivery of the Japan Funds Team’s work program. You will: Funds Mobilization and Trust Fund Administration Manage the administration and operations of the ADB-Japan Scholarship Program (ADB-JSP), including scholarship cycle management, policy implementation, coordination with designated institutions, monitoring of scholars, and resolution of program-related issues. Manage fund-level administration of Japan Funds, including preparation of financial and operational reports, monitoring of disbursements and utilization, and coordination on audits and compliance requirements in line with established policies and procedures. Propose enhancements and revisions to policies, guidelines, and procedures of existing Japan funds for approval by the Government of Japan and disseminate to program partners. Institutional Coordination and Team Support Facilitate the external and institutional coordination of the ADB–Japan partnership by facilitating engagement with the Government of Japan, academic institutions, program partners, and relevant ADB departments on matters related to Japan-funded initiatives. Facilitate preparation and coordination of consultations, partnership meetings, missions, events, and other engagement activities involving Japan-funded programs and initiatives. Facilitate OneADB/cross-department collaboration including operation and support departments, resident missions/representative office, and external partners to ensure timely inputs, alignment of activities, and effective implementation of team priorities. Suppor t internal work planning and management of the Japan Funds Team, in support of the Team Lead. Knowledge, Communications, and Visibility I mplement the rolling Strategic Communication Plan including donor visibility requirements and coordinate with relevant departments and stakeholders. Manage the implementation of knowledge-sharing, communications, and visibility activities for Japan-funded programs and trust funds, including development of knowledge products, organization of events, and development of communication materials in coordination with relevant departments. Processing and Operational Support to Fund Management Support processing and implementation of Japan Fund-financed projects and technical assistance, including review of documentation, coordination with project teams, and tracking of processing milestones. Review and provide inputs to project proposals, funding applications, and policy or guideline updates, ensuring compliance with fund requirements and consistency of documentation. Collaboration and Integration Review and provide input to the corporate-level documents and materials. Participate in various CCPF/East Asia Trust Funds, CCPF, and other CCSD-wide events and activities by providing related input to Japan funds and collaborate with various ADB clients including ADBI and Resident Missions/Regional Offices to feed into the OneADB approach under the Japan funds management. Qualifications You will need: · A University degree in Economics, Business Administration, Finance or equivalent; preferably at post-graduate level or its equivalent. · At least 6 years work experience. International experience working in the Asia and Pacific region, including demonstrated understanding of international development assistance, international finance, or official cofinancing instruments. · Experience of high-level coordination and interaction with both internal and external stakeholders, with detailed knowledge of cofinancing operations is required; · Should have broad-based understanding of MDB operations, activities, and processes; · Prior experience in scholarship administration is required; · Experience in organizing high-level events is required; · Written and verbal proficiency in English; · International experience in multilateral or bilateral agency’s resident missions or field offices an advantage; · Experience in working with Japanese government, organizations, institutions, or private sector organizations will be an advantage; · Please refer to the link for ADB Competency Framework for TI1 . This position is funded by a temporary funding source (e.g., a trust fund, financing facility, or capital expenditure budget) and therefore, the renewal of the appointment and its duration are subject to the availability of the funding source. This is a fixed term appointment with option to renew , initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff’s particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff’s performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
