Serves as a fiscal analyst for the Office of Community Schools. Performs ad hoc analysis, financial forecasting, and provides analytical support. Analyzes financial reports, financial systems, and expense tracking mechanisms to provide accurate fiscal guidance. Designs, implements, and maintains expense tracking mechanisms. Assists in the creation and implementation of fiscal training for personnel. Provides fiscal support to offices managing grant funds. Performs other related duties as assigned.

  • Serves as a primary fiscal contact and collaborates with school grant program offices to collect, review, and analyze requests.
  • Monitors fund expenditures and analyzes projections to ensure ongoing alignment with approved budgets throughout the fiscal year.
  • Supports the design, development, and maintenance of budget and expenditure tracking mechanisms and reconciles tracking data with the financial system.
  • Reviews expense reports, collects and analyzes supporting data, and prepares documentation for journal vouchers submitted to the BCPS Accounting Office and BCPS Grant Accounting Office for processing.
  • Prepares fiscal grant documentation, budget narratives, and other required MSDE financial reporting materials.
  • Assists in the development of fiscal training materials and supports the delivery of training to personnel
  • Coordinates responses to internal and external audit requests and compiles requested financial data and supporting documentation.
  • Performs complex analysis of large data sets using advanced formulas and other analytical methods to ensure accurate and timely financial reporting.
  • Develops complex fiscal and analytical reports and contributes to initiatives designed to increase operational efficiencies and strengthen internal controls.
  • Performs other duties as assigned.

Education, Training, and Experience:

  • Graduation from an accredited college or university with a bachelor’s degree in business administration, accounting, finance, or a related field.
  • Five years of experience in financial data analysis, reporting, and forecasting.

Note: Other combinations of applicable education, training, and experience that provide the knowledge and skills necessary to perform effectively in the position may be considered.

Knowledge, Skills, and Abilities:

  • Thorough knowledge automated financial systems and reporting tools.
  • Thorough knowledge of the principals and practices of local county budget management.
  • Thorough knowledge of financial data reporting.
  • Skill in operating, maintaining, and administering automated financial systems.
  • Skill in analyzing system user needs and requests.
  • Skill in use of Microsoft Office, especially Microsoft Excel.
  • Skill in communicating effectively.
  • Skill in maintaining accurate records and preparing reports.
  • Ability to establish and maintain effective working relationships with others.

  • Ability to train appropriate fiscal staff and others in the use of automated systems.

  • Ability to perform ad hoc financial analysis.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:

The work of this class is generally sedentary and performed in an office environment.

FLSA: Exempt

RETIREMENT: Eligible for the Baltimore County Employees’ Retirement System.

SALARY: $85,972 - $138,282

OTHER COMPENSATION: Position may be eligible for relocation bonus, extra duty activities pay, or other student activities pay as defined in the applicable Bargaining Unit Agreement.

Pre-Employment Requirements:

  • All people employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience, you will be asked to provide a copy of DD214.
  • Official transcripts will be required upon hire and must be sent via e-script/clearinghouse from your university.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Benefits and Retirement Orientation meeting.
  • Additional job verification will be required for salary credit.
