This position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment. We also offer relocation support. The EIB, the European Union's bank, is seeking to recruit for its Group Information Systems Directorate (GIS), Business Technology Solutions Department (BTS), Application Engineering & Integration Division (AEI) at its headquarters in Luxembourg, a Head of Business Applications & Engineering Division*.

This is a full-time position at grade 7 for which the EIB offers a permanent contract.

Purpose

Join us at the heart of the European Union's Bank and lead the technology capabilities that enable some of Europe’s most important public investment activities. As Head of Business Applications & Engineering Division, you will drive the evolution of the Bank’s business applications, integration platforms and software engineering capabilities. You will help to deliver innovative, secure and resilient digital solutions at scale.

This is a leadership role with significant strategic impact. You will guide multidisciplinary technology teams, influence the Bank’s digital agenda and shape the engineering standards, platforms and practices that support innovation across the organisation. By combining technology leadership with strong business partnership, you will help transform ideas into solutions that create lasting value for the Bank and the communities it serves.

Operating Network

You will report to the Head of the Business Technology Solutions Department and work closely with the other Heads of Divisions of the Directorate, as well as with business users who participate in projects and initiatives led by the Division.

Accountabilities

  • Lead the Division’s portfolio of bespoke business applications, partnering with business stakeholders to shape demand, prioritise investments and define sustainable application roadmaps, while ensuring alignment between business priorities, enterprise architecture and technology choices and that applications are securely and sustainably designed, delivered, operated, supported, modernised and retired throughout their lifecycle.
  • Define and drive the Bank’s application integration strategy, ensuring secure, scalable, resilient and cost-effective integration platforms and services that support business needs and the Bank’s digital transformation.
  • Build and lead the Bank’s software engineering enablement capability by establishing common engineering standards, shared platforms, developer tooling and common engineering practices, and driving their effective adoption across software delivery teams.
  • Lead and develop the Division’s management team, setting clear accountabilities and empowering managers to lead high-performing, diverse and multidisciplinary teams spanning business analysis, application engineering, software delivery, integration, application support and engineering enablement. Strengthen managerial and technical leadership, critical capabilities, talent and succession to meet evolving business and technology needs.
  • Be accountable for the Division’s delivery portfolio, resources and budget, ensuring effective execution of strategic, business and regulatory initiatives while balancing investment in new capabilities with production stability, security and the sustainable evolution of the application landscape.
  • Ensure secure, resilient and reliable operation of the Division’s business applications and integration platforms and services, promoting automation, DevSecOps, observability and continuous service improvement and providing leadership for major technology and production issues within the Division’s scope.
  • Govern technology vendors and strategic partners within the Division’s scope, driving value, quality and compliance with outsourcing, DORA and other applicable requirements, while ensuring that the EIBG retains appropriate internal architecture, technology, service and lifecycle ownership.
  • Monitor technology trends and emerging engineering practices, promoting innovation and continuous improvement and ensuring that the Bank’s software engineering and integration capabilities remain aligned with industry practices.

Qualifications

  • University degree (minimum equivalent to a Bachelor's degree), preferably in Computer Science, Software Engineering, Information Technology or a related discipline.
  • At least 10 years of progressively responsible experience leading the delivery, operation and evolution of business-critical application portfolios, including significant leadership responsibility extending beyond software development and project delivery to production operations and long-term application lifecycle management.
  • Demonstrated experience leading multiple technology teams and capabilities through an established leadership structure, ideally in multicultural or international environments, with proven ability to develop leaders, build organisational capabilities and lead significant change.
  • Proven experience partnering with business stakeholders to shape demand, define sustainable technology roadmaps, prioritise investments and balance business value with technical sustainability.
  • Demonstrated experience leading applications across the full lifecycle, from architecture, engineering and integration through production to modernisation and retirement, including security, resilience, service reliability, technical debt and obsolescence.
  • Proven experience defining and implementing organisation-wide software engineering standards, engineering enablement capabilities, shared platforms or tooling, and common delivery practices across multiple technologies and teams.
  • Strong knowledge in modern application integration, including cloud and hybrid environments, APIs, event-driven and service-oriented architectures, middleware platforms and enterprise integration patterns.
  • Strong knowledge of modern software engineering and operational practices, including security, resilience, DevSecOps, automation, observability and other key non-functional requirements.
  • Excellent knowledge of English. Knowledge of other EU languages would be an advantage**.

As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
