Its activities mainly involve women, girls and young people, actors of change in every community for a fairer and more inclusive world. The organization operates in several natural and man-made crisis in various regions of the world. The emergency response, coordinated by the Humanitarian Aid Unit, is composed by multi-sectorial interventions comprising of WASH, EiE, CVA, Food Security, Protection, and others. The organization operates also in protracted crisis with provision of humanitarian aid through a prevention, emergency relief and rehabilitation approach.


ROSTER

WeWorld opened this Roster for Heads of Support Services with strong experience in both development and emergency settings and interested in short-notice, short-term deployments in countries where WeWorld may experience unexpected gaps.

Short-listed candidates will be contacted for an interview and selected candidates will become part of WeWorld roster list of professionals who will be contacted when needed.

Being part of the list does not guarantee any immediate of future collaborations with WeWorld. Inclusion on the roster list will be active for the ongoing year and can be renewed upon mutual agreement between WeWorld and the roster list members.


Job description

The Head of Support Services is responsible for the management and coordination of all country support services departments, including Finance, Human Resources, Logistics and Procurement. Working closely with the Country Representative, Head of Programmes, Project Managers and relevant headquarters and regional colleagues, the role ensures efficient, compliant and accountable support to programme implementation.


MAIN TASKS & RESPONSIBILITIES


  • Provide leadership, line management, support and guidance to country Finance, Human Resources, Logistics and Procurement teams.
  • Coordinate support services planning, priorities and departmental development in alignment with country objectives and programme needs.
  • Ensure that internal policies, standard operating procedures and the Local Operational Manual are developed, updated, contextualised, disseminated and applied.
  • Establish effective interdepartmental coordination mechanisms and maintain a proactive link between support services and programme teams.
  • Oversee accounting, financial reporting, country budgets, project budget preparation and revisions, expenditure monitoring, cost allocation and country financial planning.
  • Supervise procurement and logistics operations in accordance with WeWorld manuals and donor requirements, including assets, fleet, warehouse, stock and base management.
  • Ensure compliance with employment regulations and oversee staffing analysis, payroll, insurance, employee benefits, training and capacity development for support services staff.
  • Supervise the preparation and management of expenditure verifications, audits, spot checks and internal or donor assessments, ensuring effective collaboration across departments.
  • Regularly review support services processes, strengthen oversight and corruption-prevention measures, mitigate operational risks and ensure improvement recommendations are implemented.
  • Ensure appropriate archiving, timely delivery of reports and documentation, and effective collaboration with relevant authorities, partners, vendors, donors and other stakeholders.
  • When required, support the Country Representative with emergency headcounts and the implementation of safety and security measures in WeWorld premises.


ESSENTIAL REQUIREMENTS

Qualifications and Knowledge

  • Degree in Economics, Political Science or a related field
  • Deep knowledge of the administrative rules and procurement procedures of major international donors, including ECHO, EU, UN and AICS
  • Fluency in written and spoken English
  • Full professional competency in Microsoft Office Suite, especially Word, Excel and Outlook


Professional experience

  • At least four years of professional experience in similar roles
  • Proven experience managing Finance, Human Resources, Logistics and Procurement functions in international cooperation or humanitarian contexts
  • Experience in budgeting, financial reporting, donor compliance, procurement and audit processes


Skills and Abilities

  • Strong management, planning, reporting, monitoring and organizational skills
  • Ability to coordinate, support and train multidisciplinary teams and strengthen staff capacity
  • Ability to analyse processes, identify risks and implement practical improvements
  • Proactive and dynamic attitude, with the ability to work independently and prevent or resolve problems
  • Ability to adapt and work under pressure in complex and multicultural contexts
  • Good listening, communication and teamwork skills
  • Strong commitment to the Mission of WeWorld and demonstrated integrity in relation to NGO values and ethical standards
  • Cultural, gender, religious, nationality and age sensitivity and adaptability, treating all people fairly without favouritism


DESIRABLE REQUIREMENTS

  • Previous professional experience in one or more WeWorld countries of operation or in comparable humanitarian contexts
  • Fluency in Italian
  • Fluency in another language relevant to WeWorld countries of operation, such as French, Arabic, Portuguese, Ukrainian, Pashto, Farsi or Swahili

Type of contract: short-term or medium-term assignments, according to program needs

Economic conditions: according to WeWorld Expatriates Compensation Policy

Base Salary (3.190€ - 3.790€ gross monthly) + Contributions reflecting role complexity and hardship level of the duty station
