Project Overview: Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington state. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era. The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low- Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities. The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and AECOM. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project. This position is located at the Material Handling Facility in Richland and will require occasional work at the Construction Site (22 miles north of Richland). The position is currently scheduled for a 4 x 10 schedule, M-Th, 6:30 am to 5:00 pm and additional days as required to support the project. The selected applicant must be able and willing to work weekends as needed. Job Summary: This position reports to the Field Quality Control Manager and receives day-to-day guidance from the RI&T QCE Lead. The role performs material receiving inspection and testing activities, reviews Quality Verification Documentation, maintains inspection records, and verifies procured equipment and materials conform to purchase order, Material Acceptance Plan (MAP), Material Receiving Instruction (MRI), project specification, code, and quality requirements. The position applies developing professional expertise and company procedures to resolve a variety of receiving inspection issues within defined practices, exercises judgment within established procedures, and builds productive working relationships with Procurement, Construction, Engineering, suppliers, and field quality personnel. #LI-CL1 Major Responsibilities: Implement applicable quality control, procurement, and supplier quality procedures for assigned material receiving inspection activities. Establishes and maintains detailed schedules for onsite or receiving inspection activities within the assigned area. Performs inspection functions in accordance with the inspection plan, purchase order requirements, MAP/MRI, and project procedures. Inspects and documents acceptance of received materials and equipment, including physical and visual inspections, material testing, and verification of conformance to specified requirements. Performs in-depth reviews of Quality Verification Documentation packages, including material test reports, nondestructive examination reports, positive material identification reports, pressure test reports, and other supplier quality records. Maintains technical and administrative documents, inspection reports, completed records, and project databases using established project standard applications. Monitors supplier or subcontractor workmanship, received material, equipment, and supporting documentation for quality control compliance. Identifies nonconforming items and corrective action requirements; initiates nonconformance reports or condition reports and monitors assigned actions through closure. Coordinates with Procurement, Construction, Engineering, suppliers, and field quality personnel to resolve material receiving and documentation issues. May issue and/or control measuring and test equipment (M&TE), as assigned; may perform calibration activities or support M&TE control requirements. As project needs vary, additional quality control-related tasks may be assigned by the Field Quality Control Manager. Occasional travel to supplier locations may be required to support inspection activities. Education and Experience Requirements: Bachelor’s degree (or international equivalent) and 2-5 years of relevant experience, or in lieu of degree 6-9 years of relevant work experience. Must be authorized to work and remain in the United States without Bechtel visa sponsorship now or in the future. Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education. Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge.) Non-U.S. citizens from countries identified by the Department of Energy as posing heightened security concerns—including sensitive countries, state sponsors of terrorism, countries of risk, and other designated countries –are subject to additional security requirements that limit site access. Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces. Required Knowledge and Skills: Minimum Qualifications Experience performing material receiving inspection, construction inspection, material testing, inspection/examination activities, and supplier documentation reviews. Experience with major commodities typically procured for global business unit projects, recognized codes and standards, manufacturing methods, and inspection/examination/testing techniques. Ability to implement quality control, procurement, and supplier quality procedures and verify compliance with purchase order, MAP/MRI, project specification, code, and quality requirements. Experience reviewing Quality Verification Documentation, such as material test reports, nondestructive examination reports, positive material identification reports, pressure test reports, and other supplier quality records. Familiarity with P&IDs, schematics, technical design drawings, and standard measuring and test equipment (M&TE). Ability to identify nonconforming items and corrective action requirements and support nonconformance or condition report initiation and closure. Effective technical writing, verbal communication, and record maintenance skills. Computer proficiency in word processing, spreadsheets, databases, and project standard computer applications. Ability to manage multiple priorities in a fast-paced environment and coordinate effectively with Procurement, Construction, Engineering, suppliers, and field quality personnel. Preferred Qualifications Ability to obtain Level III certification Prior Bechtel experience, including knowledge of Bechtel Procurement System or Digital Supply Chain System. Technical and working knowledge of Department of Energy (DOE) Order 414.1, ASME NQA-1, and 10 CFR 830 and their application for a nuclear related project. Working knowledge of current design codes and standards, such as ASME B31.1, ASME B31.3, AWS D1.1, AWS D1.4 etc. Previous experience in a construction related field, e.g., field engineering, design, environmental, procurement, testing, operations, or quality assurance Commercial nuclear power experience as a certified Level II or Level III Receipt Inspection QCE inspector Previous experience at a commercial nuclear power or non-reactor nuclear project Experience reviewing supplier documentation for a DOE, DOD, or commercial nuclear project Experience performing vendor surveillance or vendor document review Working knowledge of the Bechtel Standard Work Processes and Procedures (SWPP), Nuclear Work Process and Procedures (NWPP), and related Bechtel Standard Application Programs (BSAP).
