The successful candidate will bring deep technical HSSE knowledge, proven leadership on large construction programs and the credibility to influence senior stakeholders, driving a strong safety culture from planning through to project completion.
Key Responsibilities:
- Develop, implement and maintain the program HSSE plan, policies and procedures in line with client requirements, applicable Saudi laws and regulations, and internationally recognized standards such as ISO 45001 and ISO 14001.
- Lead, coach and develop the HSSE team across the program's projects, setting clear roles, accountabilities and performance expectations.
- Set leading and lagging HSSE targets and KPIs, and report performance and risks to program leadership and the client.
- Review and approve contractors' HSSE plans, method statements, risk assessments and permit-to-work arrangements before work starts.
- Monitor HSSE performance during construction through site inspections, audits and walkthroughs, and ensure timely closure of non-conformances and corrective actions.
- Integrate HSSE considerations into design reviews, constructability reviews and planning of construction activities.
- Lead hazard identification and risk assessment, and ensure effective controls for high-risk activities such as working at height, excavation, lifting, confined spaces and temporary works.
- Ensure compliance with national and international HSSE laws and regulations, and manage permitting processes and interfaces with regulatory and resource agencies.
- Oversee occupational health and industrial hygiene, environmental compliance and waste management, and site security arrangements, in coordination with the client and contractors.
- Lead incident and near-miss investigations, root cause analysis and sharing of lessons learned across the program.
- Prepare regular HSSE reports, statistics and dashboards for management and the client, and support internal and external audits.
- Identify and implement improvements to HSSE systems, processes and best management practices to minimize impacts during project execution.
Education and Certifications:
- Preferred: Degree in engineering from a recognized university, with preference for candidates educated in Western countries.
- Equivalent qualifications from western universities and relevant professional certifications will be considered.
- NEBOSH Diploma (or equivalent) is required.
- Additional certifications such as CMIOSH, CSP, ISO 45001 Lead Auditor or an environmental management qualification will be an advantage.
Experience Requirements:
- Minimum 17 years of international experience in large-scale projects, including having worked as an HSSE Manager on large-scale projects.
- Experience of managing all aspects of HSSE on projects or facilities.
- Extensive experience in implementing and managing HSSE training programs.
- Broad knowledge of engineering and construction systems, methods and work processes.
- Experience of working internationally; prior experience in Saudi Arabia is preferred.
Skills and Competencies:
- Ability to deal effectively with HSSE matters with contractors, subcontractors and consultants during construction.
- Excellent written and verbal communication skills in English.
- Excellent presentation skills, including reporting to senior management and clients.
- Strong leadership and influencing skills, with the confidence to challenge unsafe practices at all levels.
- Analytical, decision-making and problem-solving skills, with sound judgement under pressure.
- Strong stakeholder management skills across multiple disciplines and external parties.
