Reporting directly to the Executive Director and serving as a member of the leadership team, this new role offers the opportunity to build upon the organization’s existing HR foundation while providing the strategic leadership needed for its next stage of growth. The Human Resources Director will supervise the HR Generalist and lead initiatives across compensation, benefits, compliance, employee relations, performance management, workforce planning, leadership development, HR technology, and organizational development. Early priorities will include strengthening HR policies and the employee handbook, reviewing compensation and benefits practices, improving organizational efficiencies and HR systems, and creating greater consistency around workplace policies and practices. This is a hybrid opportunity with three days per week in the office and two days remote. The role may be based in San Jose, Salinas, Watsonville, or Palo Alto, with San Jose—the organization’s largest office—as the preferred location. About this role:

Reporting directly to the Executive Director and serving as a member of the leadership team, the Human Resources Director will lead the strategy, administration, and continuous improvement of the full HR function.

This role combines strategic leadership with hands-on execution. You’ll partner with executive leadership, managers, and supervisors to strengthen workplace culture, develop scalable people practices, support a geographically dispersed workforce, and ensure Housing Choices has the systems and talent needed for continued growth.

The Human Resources Director will oversee HR staff and consultants while serving as the organization’s primary HR resource for managers and supervisors. From compensation and workforce planning to employee relations, leadership development, compliance, and HR technology, this leader will have the opportunity to shape how Housing Choices attracts, develops, engages, and retains its people.

Scope & Impact

  • Develop and execute a comprehensive HR strategy aligned with Housing Choices’ mission, values, strategic priorities, and continued growth.
  • Serve as a strategic advisor to the Executive Director and leadership team on workforce planning, organizational structure, succession planning, employee engagement, and organizational development.
  • Lead, coach, and develop HR staff and consultants while strengthening HR service delivery across multiple office locations.
  • Establish HR goals, metrics, systems, and processes that improve organizational effectiveness and support informed decision-making.
  • Lead the development, implementation, and ongoing review of HR policies, procedures, and the employee handbook.
  • Ensure compliance with federal, state, and local employment laws while monitoring regulatory changes and overseeing HR audits, reporting, personnel records, and risk management.
  • Partner with legal counsel, insurance providers, and organizational leadership on employment-related matters and compliance.
  • Partner with the Executive Director to prepare compensation analyses, workforce recommendations, HR reports, and other personnel matters for the Personnel Committee and Board of Directors.
  • Lead compensation strategy, market analyses, salary structure reviews, and practices that support internal equity and external competitiveness.
  • Oversee benefits strategy, annual renewals, vendor relationships, employee communications, and opportunities to enhance offerings that support recruitment and retention.
  • Develop and oversee recruitment, hiring, onboarding, retention, and workforce planning strategies, including pipelines that attract diverse and qualified candidates.
  • Provide expert guidance to managers on employee relations, workplace investigations, disciplinary actions, performance concerns, accommodations, and conflict resolution.
  • Strengthen performance management and people-management practices through coaching, feedback, supervisor training, and leadership development.
  • Build training, succession planning, and organizational development initiatives that increase management capacity and support employee growth.
  • Champion an inclusive workplace and ensure employment practices advance diversity, equity, inclusion, accessibility, and belonging.
  • Lead the ongoing improvement of HR technology, workflows, and internal processes to support greater efficiency and organizational scale.
  • Develop and analyze workforce metrics—including turnover, retention, vacancy rates, time-to-fill, employee engagement, and compensation trends—to guide strategic decisions and identify opportunities for improvement.

Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, Public Administration, Organizational Development, or a related field.
  • At least seven years of progressively responsible human resources experience.
  • At least three years of experience in a senior HR leadership or management role.
  • Strong knowledge of employment law, regulatory compliance, employee relations, conflict resolution, and ethical HR practices.
  • Experience developing and implementing HR strategies, policies, systems, and programs that support organizational effectiveness.
  • Demonstrated ability to advise and coach executives, managers, and supervisors on complex people and organizational matters.
  • Experience with compensation, benefits, talent acquisition, performance management, workforce planning, and organizational development.
  • Strong written and verbal communication skills with the ability to build trusted relationships across an organization.
  • Ability to handle sensitive information and employee matters with sound judgment, discretion, and confidentiality.
  • Demonstrated commitment to diversity, equity, inclusion, accessibility, and belonging.

Experience supporting an organization with 100 or more employees is preferred. Experience within nonprofit, housing, healthcare, disability services, or social services organizations is also preferred, as is a professional HR certification such as SHRM-SCP, SHRM-CP, SPHR, or PHR.

Compensation & Benefits

The anticipated salary range for this position is $130,000–$150,000 annually.
