​Background: ​UNICEF Montenegro works to promote and protect the rights of every child, with a particular focus on the most vulnerable and disadvantaged children and adolescents. To support sustainable resource mobilization and strengthen strategic partnerships, UNICEF Montenegro seeks specialized support to identify new private sector engagement opportunities, strengthen approaches to managing existing corporate relationships, and contribute to the development of the office's private sector engagement priorities under the forthcoming Country Programme Document (CPD) 2028-2030.

​​Scope of Work: ​

​1. Identification of New Partnership Opportunities

  • ​Conduct a targeted strategic assessment of the Montenegrin private sector landscape and identify 2-3 high-potential private sector donors or partners aligned with UNICEF Montenegro programme priorities, with the potential to contribute medium- to long-term partnerships in the range of approximately USD 100,000-200,000 annually, either through financial contributions, strategic partnerships, or a combination thereof.

  • ​Identify and assess partnership opportunities at both national and regional levels, including companies engaged through UNICEF broader regional Private Sector Fundraising (PSFR) portfolio and other relevant regional corporate actors operating in Montenegro.

  • ​Provide an analysis of each prospect's business priorities, corporate social responsibility (CSR) commitments, and potential areas of collaboration with UNICEF.

  • ​Develop tailored engagement strategies and recommended next steps for each identified prospect.

​ ​2. Development of Partnership Engagement Materials

  • ​Develop a partnership pitch deck for UNICEF Montenegro to support engagement with prospective corporate partners.

  • ​Provide expert Support to the articulation of UNICEF Montenegro's value proposition to the private sector.

  • ​Provide recommendations on positioning UNICEF's programme priorities for engagement with potential partners.

​ ​3. Advisory Support on Existing Private Sector Partnerships

  • ​Undertake a strategic Review UNICEF Montenegro's current private sector partnership portfolio and engagement approaches.

  • ​Provide strategic recommendations for strengthening stewardship, retention, and development of existing donor relationships. This will inform the next CPD resource mobilization strategy.

  • ​Participate in consultations with UNICEF Montenegro staff, as required, and provide technical advice on partnership opportunities and donor engagement.

​ ​4. Input into CPD 2028-2030 Private Sector Engagement Planning

  • ​Review relevant documentation related to resource mobilization and private sector engagement.

  • ​Develop recommendations for strategic private sector engagement under the CPD 2028-2030, including priority sectors, partnership modalities, opportunities, and risks.

  • ​Final report consolidating key findings, recommendations, and proposed next steps (approved and accepted by Unicef).

​ ​All deliverables under this consultancy shall be prepared and submitted in English

To qualify as an advocate for every child you will have…

Minimum requirements:

Experience: At least ten (10) years of relevant professional experience in one or more of the following areas: Private sector engagement; Corporate partnerships; Resource mobilization; Fundraising; Strategic partnerships. Demonstrated experience in developing partnership strategies, donor engagement plans, or corporate fundraising initiatives.
Experience working with international organizations, the United Nations system, NGOs, foundations, or corporate CSR/ESG functions is highly desirable. Good understanding of the Western Balkan’s private sector environment is considered an asset.

Language Requirements: ​​Fluency in English is required. ​Fluency in Montenegrin/Bosnian/Croatian/Serbian is required.​

Knowledge/Expertise/Skills: Strong analytical and strategic thinking skills. Excellent stakeholder engagement and relationship management skills. Strong drafting, presentation, and communication skills. Ability to work independently and deliver high-quality outputs within agreed timelines.

​​Desirables: Established professional network within the Western Balkans private sector and business community is considered an asset.

Selection methodology:

A) Technical Evaluation (e.g. 75 points)

Technical Evaluation Criteria (conducted through desk review): ​​

​​Educational Background – 5 points

​Bachelor's degree in Business Administration, Economics, Marketing, Communications, International Relations, Development Studies, or another relevant field.

​​Relevant Professional Experience – 30 points

Minimum 10 years of relevant experience in private sector engagement, corporate partnerships, fundraising, resource mobilization, or business development.

Knowledge of the Private Sector Landscape – 15 points

Demonstrated understanding of the private sector environment in Montenegro and/or the Western Balkans. Experience engaging with corporate stakeholders, CSR, ESG, or philanthropic initiatives.

Strategic Planning and Advisory Experience – 10 points

Experience supporting organizational partnership strategies, resource mobilization planning, or strategic planning processes.

5. Communication and Partnership Development Skills – 10 points

Experience developing partnership proposals, presentations, pitch decks, and donor-facing materials.

Language requirements: 5 points
Qualifying score in technical evaluation is ​53%​ out of ​75%​ points.
