Organizational Setting and Reporting Relationship

The position of Investment Specialist is assigned to the Office of the Director General (OPSD) within the Private Sector Operations Department (PSOD) . You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to the Director General, PSOD or to the designated member of the PSOD Management team; and will oversee junior team members.

Your Role

As an Investment Specialist, you will provide technical, analytical, and substantive coordination support for the High-Level Private Sector Advisory Group (HLPSAG) and related private sector initiatives led by PSOD. You will serve as the analytical backbone of the HLPSAG Secretariat from Manila HQ, enabling the ERO-based Principal Investment Specialist to maintain continuous field engagement in European capital markets while ensuring that ADB's internal technical preparation is rigorous, timely, and well-coordinated.

You will contribute to the analytical development, issue management, and substantive coordination of the HLPSAG agenda in the context of three intersecting strategic priorities: ADB's commitments under the seven-MDB joint response, the ASEAN regional energy security agenda, and G7 Finance Track European shareholder engagement. You will help prepare ADB Management for high-level discussions by developing technically robust background materials, synthesizing internal and external inputs, and supporting disciplined follow-through on action items arising from HLPSAG discussion.

You Will

  • Undertake technical analysis and issue mapping on HLPSAG priority themes, including ADB's regional initiative portfolio (PAGI, RCF, ACGF, Digital Highway, Critical Minerals), seven-MDB response commitments, and G7 Finance Track issues affecting European shareholder relationships.
  • Prepare background notes, briefing packages, issue papers, discussion materials, and other technical inputs for HLPSAG meetings, bilateral meetings, and related management discussions, incorporating inputs from ERO on European co-financing and counterpart dimensions.
  • Support the development of tailored agendas and materials for HLPSAG meetings, integrating the European co-financing and stakeholder perspectives provided by the TI3 from ERO.
  • Analyze market developments, private sector trends, and contextual issues relevant to private capital mobilization, risk-sharing mechanisms, blended finance, capital markets, ASEAN energy architecture, and critical minerals supply chains.
  • Consolidate and synthesize inputs from PSOD divisions and relevant ADB departments into coherent technical products for management review, ensuring consistency with ADB's positions on G7 Finance Track issues and seven-MDB commitments.
  • Coordinate with internal departments and external member offices on substantive matters to support meeting preparation, issue clarification, and follow-up, including coordination with ERO on European engagement activities.
  • Support the identification, documentation, and structuring of follow-up actions arising from HLPSAG discussions, including analytical, operational, co-financing, and cross-institutional workstreams.
  • Track developments across ADB's regional initiative portfolio and ensure that briefing materials and analytical outputs remain current, accurate, and contextually relevant.
  • Prepare summaries of discussions, key takeaways, action matrices, and follow-up notes for management and internal coordination.
  • Contribute to institutional learning by synthesizing insights from advisory discussions and cross-departmental inputs into analytical materials and internal reference products.
  • Support preparation of materials for major institutional events and senior management discussions, including ERO-hosted investor engagement platforms and ADB management missions to Europe.
  • Undertake other tasks as assigned, demonstrating responsiveness, technical rigor, collaboration, and strong team orientation.

You will need:

  • A University degree in economics, finance, business administration, international development, public policy, or related fields; preferably at post-graduate level or its equivalent.
  • At least 6 years of relevant professional experience, preferably in development finance institutions, investment operations, international organizations, investment analysis, advisory work, or private sector development.
  • Strong understanding of private sector development, development finance, investment operations, and private capital mobilization concepts.
  • Demonstrated analytical experience in preparing technical notes, briefing materials, analytical summaries, or similar outputs on complex financial, market, policy, or operational issues.
  • Ability to synthesize inputs from multiple stakeholders into clear, concise, and analytically sound products for management review and high-level discussions.
  • Experience supporting high-level meetings, senior management discussions, or senior-level coordination processes is desirable.
  • Familiarity with blended finance, risk-sharing instruments, investment platforms, capital markets, or related private sector financing approaches is desirable.
  • Strong organizational and coordination skills, including the ability to manage multiple workstreams and deliver high-quality outputs under tight timelines.
  • Familiarity with ADB operations, policies, and procedures is an advantage.
  • Outstanding written and verbal communication skills in English.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
