Project Overview:

Expo 2030 Riyadh is a global platform where countries, organizations, and individuals will come together to collaborate. Under the theme “Foresight for Tomorrow,” the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits.
The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo. The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations. Working collaboratively with our customer, Expo 2030 Riyadh Company (ERC), Bechtel will manage the infrastructure program which comprises early works, utilities, and publicly accessible spaces like streets and parks. Our scope on the six-square-kilometer site will transition into a mixed-use legacy development to serve the community after the six-month event is over. The project’s master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources.

Job Summary:

The Lead Field Engineer (Civil), reporting to the Project Manager is responsible for the oversight of contractors’ works and work completion of challenging permanent, and non-permanent access roads, earthworks, and structures scopes. The Lead Field Engineer (Civil) leads a team of discipline-based Field Engineers and is responsible for technical support and supervision to all appointed Contractor’s job site activities and ensure that the construction operations and contractor’s performance follow project ES&H, quality, schedule requirements, whilst maintaining effective relationships when interfacing with stakeholders and general public.

Major Responsibilities:

  • Responsible for discipline based technical oversight and compliance of contractors, ensuring works are carried out as per the drawings, specifications and standards, as per schedule and ensures compliance to ES&H plans, quality standards and local/national regulatory safety codes
  • Responsible for coordinating across disciplines and with Engineering to provide timely and accurate information for the Construction teams
  • Monitor performance within the discipline of the installation contractors, project status, schedule, cost control, change management systems. From time to time, will need to work across disciplines
  • Lead site based technical coordination with contractors, engineers, client, and other stakeholders
  • Leads input to ensure continuous construction work fronts availability through review of look ahead schedules, commodity charts, resource charts, engineering deliverables, material delivery schedules and any other service requirements including contractor submittals
  • Ensures required permits and licenses are in place prior to the start of the specific work at site. Verifies compliance with Permit and License requirements and stipulations
  • Responsible for a team of Field Engineers who will be reviewing and approving the contractor's submittals, technical queries, Field change documents and other technical documents including Drawings and As-Builts
  • Ensure all materials and equipment on the site fully comply with international standard and technical specification requirements
  • Ensure the closure of project is systematic and complete in all respects
  • Maintains an effective relationship with other functional departments and coordinates all jobsite contractual activities
  • Provide guidance and technical advice to the Construction Engineers, contractors and monitor their performance
  • Coordinates and monitors interfaces with other contractors, lead the review meetings

Education and Experience Requirements:

  • Minimum 10 years of experience in the construction industry.
  • A bachelor’s or master’s degree in Civil Engineering or Construction related field.

Required Knowledge and Skills:

  • Experience in progressively senior positions on large construction projects.
  • Thorough knowledge of equipment requirements, production factors, standards & specifications.
  • Thorough knowledge of technical requirements and safety procedures and practices associated with the construction works.
  • Experience in KSA / Middle east / GCC, either with a Contractor or Project Management Consultant on construction projects.
  • Must be able to demonstrate good communication and interpersonal skills to maintain a positive work environment between all parties including the Client, Contractors, and other stakeholders throughout the project life cycle.
  • Self-motivated individual with ability to work independently and exercise professional judgment, with a passion to take ownership of projects and provide sound technical leadership to contractor’s staff and field engineers.
