Job Summary
The QA/QC Lead is responsible for the overall coordination of quality assurance and quality control activities for the Great Bear Project through detailed engineering, procurement, fabrication, construction and turnover. The role supports implementation of applicable quality requirements, reviews key quality deliverables, and ensures quality issues are identified, escalated, tracked and closed out.
The position acts as the technical lead for Quality Surveillance activities involving project equipment and materials, including Factory Acceptance Tests (FATs), vendor and shop inspections, inspector reporting, deficiency management and coordination with engineering, supply chain, vendors and contractors. The QA/QC Lead will report to the Project Engineering Manager.
Key Responsibilities and Duties
Detailed Engineering QA/QC
- Coordinate project QA/QC activities in accordance with contractual requirements, project procedures and approved quality plans.
- Lead development, implementation and maintenance of quality procedures, inspection requirements, registers and records. Work with Great Bear Engineering and Engineering Consultants to identify quality requirements, review deliverables, and resolve quality-related comments during detailed engineering.
- Review engineering consultant, contractor, and supplier quality plans, Inspection and Test Plans (ITPs), inspection procedures and related deliverables.
- Track deviations, deficiencies, non-conformances, corrective actions and recurring quality issues through resolution and closeout.
- Maintain quality records and reporting, and coordinate open actions with Engineering, Supply Chain and other project personnel.
- Build and maintain positive working relationships across Great Bear Engineering, consultants, project teams, vendors, contractors, and inspection/testing agencies to coordinate QA/QC requirements, resolve issues, maintain records and support turnover and closeout.
Quality Surveillance Support
- Act as technical lead and coordinator for Quality Surveillance activities performed by the selected service provider for project equipment and materials.
- Serve as the Great Bear quality interface for surveillance planning, inspection status, findings, reports and outstanding actions.
- Develop Surveillance Plan and Coordinate Great Bear participation in FATs, hold points, witness points and inspections requiring Great Bear Engineering input.
- Review surveillance and vendor/shop inspection reports with the Package Manager and applicable discipline leads.
- Escalate significant findings, deficiencies or potential deviations affecting technical compliance, equipment delivery or project schedule.
- Provide input to project controls on hold points and review applicable schedules.
- Track vendor non-conformances, deficiencies and corrective actions through resolution, closeout and receipt of required records.

Construction and Field QA/QC
As the Project transitions into construction:
- Prepare the field QA/QC management plan and coordinate implementation with Construction, Field Engineering, Great Bear discipline leads, contractors and third-party inspection/testing agencies.
- Review contractor quality plans, Inspection and Test Plans, inspection procedures and construction quality records.
- Monitor contractor compliance with applicable project, contractual, inspection and testing requirements.
- Coordinate inspections, tests, hold points and witness points, ensuring required records are completed and filed.
- Manage field non-conformances, deficiencies, corrective actions and punch list items through investigation, resolution and closeout.
- Maintain and monitor Non-Conformance Reports and deficiency registers, track corrective actions, and verify completion prior to closeout.
- Coordinate with Great Bear discipline leads and field personnel to identify and resolve construction quality issues.
- Support turnover and commissioning by reviewing quality records, test reports, material certificates and closeout documentation.

Qualifications and Skill Requirements
Degree, diploma, or technical qualification in Engineering, Quality Construction, or a related technical discipline.
Minimum of 7 years of relevant QA/QC experience on major industrial or mining projects, including engineering, procurement, and construction phases.
Demonstrated QA/QC experience reviewing quality deliverables, coordinating inspections, and surveillance activities, and managing NCRs, deficiencies, corrective actions, and closeout across engineering, vendors and constructions teams. Mining project experience is considered an asset.
- Strong working knowledge of QA/QC practices for major industrial or mining projects.
- Ability to interpret drawings, specifications, contractual requirements and quality deliverables to identify potential non-compliance.
- Practical understanding of quality plans, ITPs, inspection/testing requirements, non-conformance management and closeout processes.
- Experience coordinating vendor Quality Surveillance, FATs, shop inspections and field QA/QC activities
- Strong organizational, documentation, reporting and issue-tracking skills.
- Strong ability to coordinate quality activities across multiple project packages, engineering disciplines, vendors and contractors.
- Strong ability to track and drive quality issues, deficiencies, non-conformances and corrective actions through resolution and closeout.
- Clear verbal and written communication skills with the ability to coordinate across Engineering, Supply Chain, Construction, vendors, contractors and inspectors.
- Ability to prioritize work and meet project schedule requirements in a fast-paced environment.

Work Conditions
This position is based in Red Lake, Ontario. Local candidates, or those willing to relocate, with relocation assistance, will be given priority for this position. The schedule for this position is 5X2.
Compensation and Total Rewards
The base salary for the Lead, QA/QC is $120,000.00 to $145,000.00 + Short Term Incentive, + Group Benefit Coverage.
