Purpose

To lead the planning, coordination, and delivery of capital projects, infrastructure improvements, renovations, and other major organizational and client projects. The Manager, Capital Planning & Projects is responsible for developing project scopes, budgets, schedules, procurement strategies, and implementation plans while coordinating with stakeholders, consultants, engineers, architects, contractors, and funding partners. The position ensures projects are effectively planned and delivered within approved scope, budget, timelines, safety requirements, and organizational objectives.

Essential Duties and Responsibilities

· Manage major capital projects and support infrastructure planning, implementation, monitoring, and reporting.

· Develop project plans, scopes, charters, budgets, schedules, reporting requirements, and timelines for new construction, capital renovations, civil works, commercial assets, and other assigned projects.

· Identify and assess future capital project and infrastructure needs for consideration by clients and K’awat’si Economic Development Corporation.

· Support the development of short- and long-term capital plans, including project priorities, preliminary budgets, sequencing, and implementation requirements.

· Track and monitor approved capital improvements, maintenance programs, project milestones, expenditures, risks, and deliverables.

· Prepare project updates, presentations, briefing materials, and decision-ready reports for senior management, clients, and other stakeholders.

· Engage and coordinate with internal and external stakeholders to support alignment on project objectives, scope, timelines, responsibilities, and deliverables.

· Collaborate with project proponents, engineers, architects, consultants, contractors, and other technical professionals to establish project requirements and specifications.

· Lead or support RFP and RFQ processes, including preparation of procurement documents, evaluation of submissions, recommendations, and coordination of contract awards as directed.

· Support contract negotiations with external vendors and contractors and monitor contractual obligations, project performance, and deliverables.

· Assess project resource requirements, including labour, contractors, equipment, materials, and professional services, with consideration for approved budgets and timelines.

· Coordinate permits, licences, approvals, and other regulatory requirements necessary for project delivery.

· Plan and coordinate construction activities and intermediate project phases to support timely completion of projects.

· Coordinate contractors and other project resources and allocate responsibilities as directed.

· Monitor project budgets, commitments, expenditures, forecasts, and changes, and identify potential cost or schedule variances for management review.

· Identify project risks, issues, dependencies, and constraints and support the development and implementation of appropriate mitigation measures.

· Provide project management expertise and advice as requested across capital and infrastructure initiatives.

· Monitor adherence to applicable health and safety requirements and report identified concerns or non-compliance through the appropriate channels.

· Support project close-out, including completion documentation, deficiencies, warranties, records, and transition to operations where applicable.

· Perform other related duties consistent with the scope and responsibilities of the position as assigned.

Education and/or Work Experience Requirements

· Minimum four (4) years of relevant project management, construction, infrastructure, capital planning, or related experience.

· Bachelor’s degree in Civil Engineering, Construction Management, Project Management, or a related field; alternatively, a diploma in Civil Engineering or a related discipline with relevant experience.

· Experience planning and coordinating construction, renovation, infrastructure, or other capital projects.

· Familiarity with industry-standard contracts, including CCDC and RAIC documentation.

· Working knowledge of project budgeting, scheduling, procurement, tendering, contract administration, and project reporting.

· Technical proficiency with Microsoft Office Suite and project management software such as Microsoft Project, Buildertrend and/or Procore.

· Strong communication, stakeholder engagement, negotiation, organizational, and time-management skills.

· Demonstrated ability to manage multiple projects, priorities, timelines, and stakeholders.

· Strong teamwork and leadership abilities, with the ability to coordinate consultants, contractors, and project participants.

· PMP or equivalent/related project management certification is considered an asset.

· Familiarity with First Nations capital project and infrastructure organizations, funding programs, and processes, including ISC, CMHC, and FNHA, is considered an asset.

· Previous experience in First Nations project management, infrastructure, construction, or administration is considered an asset.

· Valid driver’s license and ability to travel as required for project and site activities.

Physical Requirements

· Ability to attend active construction and project sites and work in varying site conditions as required.

· Must be able to lift and carry up to 50 lbs. when required in connection with site or project activities.
