Northrop Grumman’s Mission System (NGMS) sector is seeking a Manager, Programs Level 3 to support the Multidomain Sensing, Targeting and Survivability (MSTS) Division’s Advanced Land Sensors Operating Unit (OU) onsite in Linthicum, MD. This manager will lead a cross-functional organization to develop advanced capabilities for the OU. You will be responsible for profitable execution of programs that meet schedule and customer requirements. Our ideal candidate will possess exceptional technical expertise and collaborative people skills with the proven ability to work within a technically dynamic, high-growth, fast-paced and strategically important operating unit.

Responsibilities:

  • Directs and owns all phases of programs from inception through completion, executing assigned programs in coordination with project engineers, operations, contracts, and financial personnel in project execution
  • Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs, including periodic estimates at completion (EACs)
  • Acts as primary customer contact for program activities, leading program gate review sessions with customer to discuss cost, schedule, and technical performance
  • Develop and adhere to the Integrated Master Schedules (IMS)
  • Develop and adhere to budget baselines utilizing Earned Value Management (EVM)
  • Effectively communicate progress to customers, senior leadership and companywide audiences
  • Participates in the negotiation of contracts and contract change management
  • Establishes program milestones and monitors adherence to master plans and schedules
  • Identifies program problems and determines solutions, including the creation and execution of return-to-green (RTG) plans
  • Establishes and manages program risks and opportunities, including identification, mitigation and realization
  • Coordinates the preparation of proposals, capture plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract
  • Develops new business or expands the product line with the customer
  • Coordinates staffing resource and facility needs with functional areas for programs within their program portfolio
  • Provide for an open and collaborative relationship with customers, subcontractors, business unit leadership, and within related division and sector interests
  • Works closely with leadership to ensure full compliance with Division, Corporate, and Government policies
  • Operates in Special Access Program environments while adhering to all security plans and procedures

Basic Qualifications:

  • Must have a Bachelor’s degree AND 8 years of related professional/military experience that includes a background in project/program management, OR a Master’s degree and 6 years of related professional/military experience that includes a background in project/program management.
  • Demonstrated experience leading technical projects while ensuring all deliverables are completed on schedule, within budget, and compliant to all requirements
  • Strong interpersonal, communication and presentation skills
  • Prior Project or Program Management experience, ideally supporting DoD Cost-Plus and Fixed-Price contracts
  • US Citizenship
  • This position requires a current/active DOD Secret Clearance to be considered.
  • Familiarization with processes and procedures for operating in a SAP environment
  • Demonstrated experience with Earned Value Management (EVM)
  • Must be willing and able to travel up to 10% of the time as required by business needs.
  • Prior experience cultivating and maintaining relationships with the customer.
  • Strong organizational and interpersonal skills to communicate effectively verbally and in writing with all levels of management and individual contributors.

Preferred Qualifications:

  • Familiarization with system security technology
  • Experience with development, integration and fielding of advanced radar modes
  • Experience with Radar Programs
  • Current/active Top Secret and SAP clearance
  • Knowledge of Northrop Grumman internal processes, procedures, and organization
  • Experience operating a Development Program on a Prime contract
  • Subcontract management experience
  • STEM Degree

Primary Level Salary Range: $184,300.00 - $276,500.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
