Role Summary The Project Manager (QA/QC & Commissioning) drives the strategic planning, execution, and final sign-off of all Quality Assurance, Quality Control, and commissioning-related activities. This role is responsible for establishing standard operating procedures, managing specialized documentation platforms, tracking cross-functional field deficiencies, and leading field operations. The PM serves as the primary liaison between clients, general contractors, 3rd party independent agencies, and major equipment vendors to ensure that all critical systems, infrastructure equipment, and project technical records strictly meet rigorous contract specifications, safety standards, and project schedules. Key Responsibilities 1. QA/QC Management, Coordination & Vendor Integration Project Lifecycle Leadership: Lead the planning and tracking of critical QA/QC tasks, programmatic milestones, and complex commissioning deliverables against the master construction schedule. Vendor & 3rd Party Liaison: Direct and coordinate technical requirements with 3rd party independent testing agencies, commissioning agents (CxA), and major equipment vendors to align delivery, installation, and verification schedules. Field Verification Oversight: Oversee robust physical equipment verification workflows and Quality Assurance Commissioning (QACX) completion activities on site. Scheduling Strategy: Sequence, schedule, and de-risk high-exposure system startup, vendor-assisted testing, and final facility energization events. Cross-Functional Collaboration: Lead QA/QC, Mechanical, Electrical, and Plumbing (MEP), and trade coordination meetings to align project standards across all tiers. Site Strategy Execution: Drive comprehensive commissioning readiness reviews and provide logistical leadership during integrated system testing and "clean walks" with GCs, vendors, and clients. 2. Issue Tracking, Resolution & Compliance Lifecycle Management: Own and programmatically manage the complete QA/QC issue lifecycle, establishing the frameworks used for identifying, logging, assigning, tracking, and closing site discrepancies. Stakeholder Coordination: Partner directly with General Contractors (GCs), engineering teams, 3rd party consultants, and specialized subcontractors to resolve technical deficiencies. Timely Resolution: Champion the prompt closeout of commissioning punches and quality deficiencies to prevent critical-path project delays. Standards Compliance: Verify all execution methodologies, vendor testing results, and tool operations align seamlessly with project specifications and industry standards. Tool Calibration: Establish tracking systems to monitor, track, and log technical tool calibration schedules and certification logs to ensure project-wide compliance. 3. Specialized Documentation & Data Control Platform Administration: Manage and audit QA/QC metadata and workflows across multiple project management software systems (e.g., Autodesk Construction Cloud/ACC Build, CX Alloy). Records Integrity: Review and sign off on Time & Material (T&M) sheets, NETA reports, manufacturer factory acceptance test records, and comprehensive commissioning dossiers. Document Architecture: Enforce systematic folder hierarchies and data control mechanisms for rapid, auditable retrieval by the client and leadership. Asset Lifecycle Tracking: Ensure the accurate maintenance of asset-level data, operation manuals, and manufacturer warranties. 4. Engineering Systems, Submittals & Logistics RFI & Submittal Processing: Approve and resolve complex Requests for Information (RFIs) identifying QA/QC requirements, and manage the processing of technical submittals. Checklist Enforcement: Orchestrate QA/QC checklist systems, systematically verifying completeness through mandatory photo validation, structured field answers, and data accuracy. Technical Logistics: Coordinate critical load bank logistics, including equipment vendor ordering, precise site placement scheduling, and physical GC field alignment. As-Built Updates: Review technical redline drawings, P&IDs, and electrical single-line diagrams to match live field conditions and ensure as-built compliance. Labeling & Deliverables: Supervise the production, procurement, and field inspection of vital QA/QC markings (including wire labels, arc flash safety decals, and phenolic placards), matching them to torque and megger data sheets. Procurement & Standardization: Manage logistics for QA/QC materials while continuously analyzing performance data to implement process improvements and standardize operations across regional projects. Driver’s License Requirement For roles that require on-site presence or travel between work locations as an essential function of the position, candidates must possess and maintain a valid driver’s license appropriate for the role and be eligible to operate a motor vehicle in accordance with applicable laws. Communication Skills Demonstrated ability to communicate effectively in a professional work environment, including preparing written reports and documentation, conveying information clearly to team members, clients, and stakeholders, and responding appropriately to verbal and written communications related to job duties. Physical Requirements and Work Environment This position operates primarily in an active data center construction environment, encompassing both indoor and outdoor work settings. The role requires the physical ability to perform essential job functions safely and effectively in a dynamic environment that includes ongoing construction activity and evolving site conditions. The work environment includes areas and temporary structures owned, leased, or controlled by third parties over which Overwatch may have limited or no control. Because the project remains under construction, certain areas of the site — including access routes, staging zones, and temporary structures — may not yet be fully ADA-compliant until construction is complete or those third-party areas are finalized. Physical Requirements Must be able to walk, stand, stoop, twist, bend, and climb stairs or ladders for extended periods while navigating uneven, unpaved, or obstructed terrain. Must be able to lift, carry, push, or pull up to 50 pounds on an occasional basis. Must be able to drive between job sites and access all areas of an active construction zone, including raised platforms, scaffolding, and confined spaces. Must be able to tolerate exposure to outdoor weather conditions, dust, and construction-related noise, vibrations, and odors. Must be able to communicate effectively with contractors, engineers, and site personnel, and maintain situational awareness in high-activity environments. Personal protective equipment (PPE), including hard hats, safety vests, hearing protection, and steel-toe boots, is required. Must have sufficient visual acuity to read drawings, specifications, and safety signage, and to observe site activity. Work Environment Work is performed primarily in and around active construction areas, which may include unfinished buildings, temporary field offices, staging areas, and partially completed infrastructure. These locations may contain uneven surfaces, limited accessibility, and other conditions typical of construction projects prior to final completion. Overwatch does not control and cannot modify accessibility conditions within areas, facilities, or temporary structures owned or managed by third parties.
