Organizational Setting and Reporting Relationship The position of Principal Markets Development Specialist is assigned to the Special Initiatives and Funds (OMSF) within the Office of Markets Development and Public-Private Partnership (OMDP) . You will be outposted to our Resident Mission in Islamabad, Pakistan (PRM) for an initial assignment of three years. After this period, subject to business needs, the role may be assigned at our Headquarters in Manila, Philippines or at another resident mission office. Relocation is required. All reasonable relocation expenses will be covered. You will report to the Country Director, PRM and Director, OMSF. You will also work with the Advisory Division 1 (OMDA1) of OMDP and the Central and West Asia Department - Private Sector Development (CWRD-PSD) team. You will oversee junior team members and transaction consultants. Your Role As a Principal Markets Development Advisory Specialist, you will lead and coordinate in implementing upstream market development activities (including advisory on policy and regulatory reforms, capacity development and knowledge management) related to PSD including public-private partnerships (PPP) in close collaboration with regional and solution departments. You will also lead and coordinate in developing and implementing midstream activities (including institutional or corporate advisory on transaction development and preparation) relating to PSD. You will implement PSD strategies, policies, and operational plans aligned with ADB's Strategy 2030 and its Midterm Review. You will contribute to the development of ADB financing opportunities to enable PSD ensuring their alignment with the respective country partnership strategy (CPS). You will also promote innovation in PSD through advancing climate finance, carbon markets, nature-based solutions, state-owned enterprise (SOE) initiatives, and the development of ecosystem supporting start-ups and small and medium enterprises. You will: a. Strategy and Planning Lead the development and implementation of the PSD shift following R99-22 ( Organizational Review: A New Operating Model to Accelerate ADB's Transformation Toward Strategy 2030 and Beyond ). Lead the integration of PSD and PPP priorities into division- and department-level goals, strategies, work programs, and operational plans aligned with PSD and PPP. Provide strategic and technical leadership in formulating thematic policies, strategic frameworks, operational plans, and directional papers related to PSD and PPP. b. Operations Management and Leadership Lead origination and implementation of PSD upstream market development activities (including developing or reforming developing member countries' (DMCs) policies and regulations, strengthening their institutional settings, building staff capacity, screening potential projects and programs, and driving innovation) coordinating in OMDP and with other departments. Lead origination and implementation of PSD midstream activities (including institutional or corporate advisory on transaction preparation and execution). Lead internal process for approval and implementation of PSD upstream market development activities and PSD midstream activities. Lead consultant selection and management, including designing of their terms of reference, and ensure delivery of advisory operations. Collaborate with regional and sector departments in CPS preparation, including the development of private sector diagnostics and PSD plans and support for the PSD sections of sector diagnostics. Contribute to country management teams and provide input and feedback to support ADB's PSD operations following the framework for ADB's support to the relevant DMCs. Lead and promote OneADB approaches through close coordination with regional and other solutions departments. Contribute to the processing and implementation of sovereign projects and programs contributing to PSD by screening opportunities, developing concepts, and strengthening their design, quality, and development impact. Maintain feedback loop with regional and other solutions departments to find and implement collaborative solutions to complex development challenges. c. Knowledge Management and Capacity Building Promote best practices and knowledge, by bringing in global/regional best practices to ADB and promoting ADB's best practices externally. Identify and develop knowledge in new areas and promote sharing of technical knowledge and learning as the basis for future operations. Lead OMDP's knowledge management activities, including establishment and maintenance of knowledge databases, and ensuring high-quality reports, briefing notes, speeches, and inputs to corporate documents and initiatives. Lead market assessments and diagnostics, including PPP Monitors an PPP Roadmaps, and develop relevant solutions to promote PSD in DMCs. Lead knowledge-sharing initiatives, including conferences, workshops, and capacity-building programs. d. Partnerships and Coordination Build and manage strategic partnerships with governments, private sector, and development partners, and represent OMDP in high-level engagements with international organizations. Lead internal and external coordination to promote PSD goals, including trust fund and TA portfolio oversight and alignment with strategic priorities. e. Staff Supervision Lead and develop teams by providing clear direction, performance management and coaching to deliver high-quality outcomes. Qualifications You will need: Master's degree or equivalent in business administration, economics, finance or other relevant fields or University degree and at least 5 years specialized experience relevant to the position can be considered At least 12 years of relevant professional experience developing infrastructure projects including structuring and delivering PPP transactions and providing policy advisory with demonstrated international experience across multiple countries. Hands-on experience structuring and executing project finance, corporate finance or capital markets transactions in multiple sectors and countries including negotiation and coordination. In-depth knowledge about PPP and financial market products and due diligence experience implementing infrastructure or climate. Established network with key financial stakeholders, including export credit agencies, multilateral institutions, and commercial/investment banks. Demonstrated ability to shape and influence major policy initiatives and promote innovations in project design and management. Experience leading policy dialogue with country partners. Organization cross-cutting skills (e.g., collaboration, mentoring, innovation) Advanced analytical capability to summarize complex information, prioritize competing demands, and negotiate practical, high-value solutions. Demonstrated ability to lead complex workstreams, manage multiple priorities, and resolve issues in dynamic and multi-stakeholder contexts. High proficiency in English, both written and spoken. Applicants for promotion and for lateral transfer must have served at their position for at least one year immediately preceding the date of the vacancy closing date (A.O. 2.03) In the event that the staff appointed to a new category (i.e., from TL to TI) is rated at 2 or lower in the first two performance reviews after appointment at the new grade, they will return to the grade occupied immediately prior to their appointment in the new category. This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
