Procurement Services Manager is to be used in large Ethiopia Country Office (ECO) setting. The position is key to strengthening Procurement Services. The position will lead and manage large scale partnerships with local partners including, development partners. It will provide strategic procurement services country support, and support, national supply chain system strengthening and capacity building. Purpose for the job Under the direct supervision of the Chief of Supply and Logistics, manages complex and large Procurement Services (PS) function of ECO. The post is responsible for engaging with the Government, Development Partners, Banks, Implementing Parters and Programme Sections on procurement services, end-to-end supply chain system strengthening and supply financing. The role is responsible for proactively capturing and communicating early insights on emerging requirements and opportunities, allowing SD to work with the Country Office to translate them into potential PS requests. Work Experience : At least 8 years of relevant work experience in supply management, international level procurement, supply chain management, logistics, project management, public procurement, capacity building, partnership management, government relations, customs clearance, supply planning and in any other related fields is required. Skills : Ability to manage change in a diverse environment and to manage and monitor the effective use of financial and material resources are required. Having experience in supervising and directing a team of professional and support staff is also required. Advanced communication and negotiation skills, strong understanding of supply chain processes and ability to work strategically to realize organizational goals are also required. Language Requirements : Fluency in English is required. Desirables Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset. Having project management and emergency experience are considered assets. Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
