Project Overview:

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It is one of the biggest civil engineering projects in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s.

Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local architect/engineering (AE) firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras Al-Khair Industrial Cities. In June 2026, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port and pipeline expansions, and more.

Work Location: Ras Al-Khair. The position is based in Ras Al-Khair, located approximately 100 kilometers north of Jubail Industrial City. Daily commuting between Jubail and Ras Al-Khair is required, using either the available transportation facility or the shuttle bus service. Accommodation for this role is provided in Jubail Industrial City. Complimentary breakfast and lunch are provided for Ras Al-Khair assignees on workdays.

This position is designated as Single Status only

Job Summary:

Assigned to Project Controls group and responsible to develop cost estimates for project and verify A/E’s estimated cost during 30%, 90% and 100% design review cycle of construction packages. Specific tasks include but are not limited to the following:

Major Responsibilities:

  • Performs quantity take-offs using approved construction drawings or other defined documents. Collects, reconciles, and verifies data for summary comparisons.
  • Prepares estimates using A/E’s information with project team, including vendors, applying unit rates of installation to quantity takeoffs.
  • Responsible for development and maintenance of labor cost indices and productivity indices for the region.
  • Establish and maintain the cost indices for building materials. Develop labor unit rates.
  • Responsible for verifying the DCN based Change Order pricing. Participate in the contingency development of various work items for construction packages.
  • Review design scope criteria and quantities for completeness and reasonableness.
  • Review change order estimates for reasonableness.
  • Perform cost engineering functions including estimating, cost control, budget preparations, forecasting, and cost reporting.
  • Coordinate cost estimating activity and input from various disciplines and departments.
  • Perform data analysis, identify problems, trends, and make recommendations.
  • Perform productivity analysis of construction operations and verify results.
  • Preparation and application of cost monitoring and control standards, techniques,and programs.
  • Prepare Cost Reports; including cost charts and graphs.
  • Ensure cost recording, monitoring, and reporting practices for compliance with applicable standards.
  • Prepare and review distributable and/or contractors' indirect cost estimates.
  • Estimate the project cost based on bill of materials, labor cost, and project specification to express the most representative cost estimate.
  • Participate in establishing pricing structures to be applied to quantities for estimates.

Education and Experience Requirements:

  • Bachelor’s degree in Engineering, Construction Management, or related field with minimum 8-10 years of experience or 12-14 years of relevant work experience of relevant in project controls as an Estimator on Heavy Civil / Infrastructure projects.
  • Is able to Demonstrate advanced understanding of Estimating core processes and procedures.
  • Advanced working knowledge of EPC estimating practices and methods, including demonstrated ability to organize, perform, and present cost estimating products.
  • Takes ownership of sections of the estimating database(s) summarizing, updating and maintaining databases for discipline estimates and historical cost data.
  • Supports development of estimating standards and procedures.
  • Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis.
  • Experience in performing, monitoring, and reviewing planning and scheduling functions, which include schedule development, control, and analysis.
  • Prepares cost studies utilizing historical data, statistical analysis and cost and quantity comparisons. Innovates new techniques as required to meet specific needs.
  • Understands and summarizes the data in the required presentation for management reviews.
  • Analyzes cost/price data from suppliers/subcontractors, with the ability to generate comparative data (historical costs and other metrics) as part of the cost/price analysis.

Required Knowledge and Skills:

  • Skilled in oral and written communication.
  • Ability to work within a culturally diverse organization, recognizing and respecting differences.
  • Knowledge of supervision, personnel administration, and training of technical and non-technical personnel.
  • Prior Middle-East work experience preferred.
  • Experience in leading a team of junior estimating engineers.
  • Candidate should possess excellent organizational and interpersonal skills with an ability to work closely with peers, external customers, and client counterparts.
  • Ability to present estimating information to peers and management.
  • In-depth knowledge of project schedules and ability to predict/extrapolate costs curves based on experience of scheduled-activities/cost correlation analysis.
  • Knowledge of manual labor performance, equipment production and derivation of composite craft/category labor rates. Understanding of charging practices and the relationship of charging practices to commercial terms, invoicing and profitability.
  • Proficiency in PC operating systems currently being used by Bechtel (Word, Excel, Access, PowerPoint, Power BI, Primavera, Microsoft Project).
  • Proficiency in estimating applications used for discipline estimates and basic knowledge of general estimating systems currently being used by Bechtel is preferred. (EPIC, BETK, HCSS, Candy).
  • Prior experience overseeing multiple projects, contractor estimates reviews and negotiation.
