Role Description

The role supports approximately 30–40 active sites per day and the deployment of 100+ field personnel, ensuring that manpower, materials, equipment, transport, and other resources are available at the right site and at the right time.
The position works closely with Project Managers, Project Engineers, site teams, and support departments to maintain project schedules, monitor progress and resource utilization, identify delays and variances, support cost and risk control, and provide timely planning information to keep projects on track and support operational growth.
The ideal candidate should be a practical, operations-focused planner who understands execution and resource logistics, not only a software scheduler. The candidate must be comfortable controlling a large
number of simultaneous sites and coordinating manpower, materials, vehicles, equipment, access, and project priorities every day.
Key Responsibilities
- Plan, coordinate, and optimize daily operations across approximately 30-40 active sites.
- Plan and manage the deployment of 100+ field personnel, including workers, technicians, drivers, and engineers.
- Coordinate pickups/vehicles, drivers, tools, equipment, and site logistics to support efficient daily deployment.
- Ensure the correct quantity of materials, tools, equipment, and manpower is ready and allocated to each project before site mobilization.
- Develop and maintain master project schedules and 2-week / 4-week / 8-week look-ahead plans.
- Plan and monitor multiple concurrent projects across drawing/approval, procurement, fabrication, installation, snagging, and handover stages.
- Coordinate manpower allocation according to project priority, worker trade, workload, site readiness, and community/site access eligibility.
- Maintain visibility of community access approvals and ensure assigned workers are eligible to enter each planned site.
- Monitor material readiness and identify shortages, missing items, procurement delays, and delivery risks before they cause site downtime.
- Coordinate closely with Project Engineers, Procurement, Stores, Fabrication, Design/Drawing, Site Teams, Drivers, and Management.
- Track baseline, forecast, and actual start/finish dates and highlight schedule variance, bottlenecks, and potential delays.
- Develop manpower, vehicle, equipment, and capacity forecasts and identify upcoming shortages or overloads.
- Use historical project data and productivity records to improve duration and resource estimates for new or non-standard projects.
- Prepare planned-vs-actual reports, workload forecasts, resource utilization reports, early-warning reports, and management dashboards.
- Support continuous improvement of the company's ERP planning, scheduling, workload, allocation, material-readiness, and resource-management modules.
- Recommend practical recovery and reallocation actions when projects are delayed or resources/materials are constrained.
Required Qualifications, Experience & Skills
- Bachelor's degree in Civil, Mechanical, Industrial Engineering, Construction Management, or a related field.
- Relevant experience in project planning, project control, project engineering, construction operations, or resource planning.
- Strong practical understanding of site execution, manpower planning, materials, fabrication/installation workflow, logistics, and project coordination.
- Proven ability to plan and control multiple concurrent, short-duration and fast-moving projects/sites.
- Strong knowledge of scheduling logic, dependencies, critical path, look-ahead planning, forecasting, resource loading, and recovery planning.
- Advanced Microsoft Excel skills; Power Query and/or Power BI experience is highly preferred.
- Good working knowledge of MS Project and/or Primavera P6.
- Experience with ERP/project management systems and using operational data for planning and reporting.
- Strong prioritization, communication, follow-up, analytical, and problem-solving skills.
- UAE construction experience and familiarity with community/site access requirements are an advantage.
Key Success Measures
- Right manpower, material, tools, equipment, vehicles, and engineers are assigned to the right site at the right time.
- Daily site plans are executable with minimal disruption caused by missing materials, access issues, manpower shortages, or logistics conflicts.
- Management has clear visibility of resource demand and project workload for the next 2, 4, and 8 weeks.
- Material shortages, access conflicts, capacity overloads, and schedule risks are identified early enough for corrective action.
- Idle manpower, unnecessary vehicle movements, site downtime, and last-minute resource changes are reduced.
