For every child, the right to a Future

The ECAMENA Regional Office leverages expertise and scale across a diverse and rapidly evolving region that is playing an increasingly important role in shaping global agendas on the realization of child rights, human capital, migration, climate, equity, and digital transformation. It supports the achievement of UNICEF’s Strategic Plan results in the context of rising needs and constrained resources. The region encompasses all country typologies, including high-income, middle-income, and low-income contexts, as well as fragile and conflict-affected settings, each with distinct development trajectories and policy drivers. This requires differentiated approaches, agile business models, strategic partnerships, and strengthened risk management. The region is further shaped by ongoing challenges such as conflict, migration, economic volatility, and varying degrees of political openness and reform. At the same time, countries across the region are connected by shared challenges and opportunities, including investment in the early years, addressing learning gaps and equipping adolescents and young people with 21st-century skills, the need for resilient national systems, and the imperative to strengthen child rights governance.

In this context, the ECAMENA Regional Office acts in line with the organization’s value proposition for Regional Offices through: (i) strategic leadership and governance; (ii) regional and political representation and engagement; (iii) programme oversight, knowledge, and foresight; (iv) digital transformation and innovation; (v) people-centered management; (vi) financial and risk management; (vii) supply and logistics; (viii) emergency preparedness and response; (ix) communication and strategic advocacy; and (x) partnerships and financing.

Within this framework, the Planning, Monitoring and Data Analytics function serves as a core pillar of ECAMENA’s strategic programme oversight, knowledge, and results architecture. In line with the ECAMENA Regional Office Management Plan (ROMP), the function focuses on guiding Country Offices in planning, monitoring, implementing, and reporting country programmes based on data and evidence, while strengthening results-based management, programme oversight, and the use of monitoring data for adaptive decision-making across the region. Its work is organized around three interlinked priorities: planning and monitoring; data and child rights monitoring; and research, foresight and knowledge management.

The Planning & Monitoring Manager leads the planning, monitoring, and reporting stream within this architecture. This post supports Country Offices across all country typologies to strengthen country programme design, programme-cycle management, performance monitoring, results reporting, and alignment with the Strategic Plan, national priorities, and United Nations Sustainable Development Cooperation Frameworks (Cooperation Frameworks), where applicable. Within the ECAMENA model, the planning and monitoring stream helps maintain programme quality assurance, planning coherence, and performance monitoring across the region and helps ensure that COE engagement is strategically timed at the most critical moments of the programme cycle.

How can you make a difference

Under the supervision of the Regional Chief of Planning, Monitoring and Data Analytics (P-5), the Planning & Monitoring Manager (P-4) provides strategic and technical leadership for the planning, monitoring, and reporting stream across the ECAMENA region. The post is responsible for guiding Country Offices and providing quality oversight in strategic planning and performance monitoring to ensure alignment of UNICEF country, multi-country, and area programmes with the Strategic Plan, national priorities, and Cooperation Frameworks, where applicable. The post provides strategic guidance on results-based management and supports Country Offices to strengthen their systems and use monitoring data for adaptive decision-making. The post supports key programme cycle moments, including country programme development, CPMP strengthening, work-planning, programme reviews, results coding, performance monitoring, and end-year reporting. It also coordinates the regional Planning & Monitoring Officers cohort, supports ROMP monitoring and annual review processes, contributes to the harmonization of planning and monitoring approaches across the merged ECAMENA context, and helps ensure coherence between development and humanitarian monitoring systems in support of adaptive programme management and results for children.

Key functions, accountabilities and related duties/tasks:

  • Strategic planning guidance and country programme quality assurance
  • CPMP, results-based work-planning, coding, and programme-cycle implementation guidance
  • Programme monitoring, performance management, knowledge sharing, and results reporting
  • ROMP monitoring, end-year reporting, and regional management processes
  • Regional standards, harmonization and capacity strengthening in planning and monitoring
  • Cooperation Framework alignment, UN coherence, and inter-agency support
  • Humanitarian planning and monitoring interface
  • Stream coordination with CoEs and with RO Sections, team management and section coherence
