The International Trade Compliance team is expanding its customs classification and regulatory data governance capability to meet a more complex, faster-moving trade environment. This role leads the operating model for HTS classification, product-level regulatory data, audit-ready documentation, broker execution, and cross-functional implementation of customs requirements. The position is accountable for translating evolving regulatory expectations into scalable processes, clear ownership, effective controls, and team execution that supports compliant, timely, and defensible import and export activity across DTNA.Posting Information

What You Drive at DTNA
- Customs Classification and Compliance Execution
- Owns accurate and consistent product classification under applicable tariff schedules, including HTS and related duty programs.
- Maintains classification databases, review processes, and classification rationale based on regulatory changes and business requirements.
- Leads escalation of complex classification issues and ensures supporting evidence is complete, traceable, and audit-ready.
- Regulatory Data Governance and Submission Readiness
- Defines and manages product-level data standards, accountability, validation requirements, and documentation expectations for customs and PGA filings.
- Establishes repeatable processes for collecting, validating, storing, and using regulatory data in entries, reports, post-entry activity, and internal governance.
- Ensures regulatory data and documentation support CBP reasonable care expectations and can be sustained through audits, inquiries, and enforcement reviews.
- Expanded Compliance Operating Model and Controls
- Develops and continuously improves customs compliance processes, policies, internal controls, and operating procedures.
- Creates scalable frameworks that reduce manual escalation, clarify ownership, and enable consistent execution across business functions and trade partners.
- Monitors compliance performance, identifies process gaps, and drives corrective actions to mitigate regulatory, financial, and operational risk.
- Regulatory Change Response and Trade Enforcement Readiness
- Leads structured response planning for changing trade requirements, tariff programs, forced labor enforcement, transshipment risk, PGA requirements, and entry filing expectations.
- Coordinates with Legal, Finance/Controlling, Procurement, Supply Chain, Engineering, suppliers, brokers, and external advisors to align decisions and implementation actions.
- Supports risk assessments and mitigation strategies for supplier arrangements, importer-of-record considerations, re-export controls, and operational practices that may affect customs compliance.
- Project Management and Transformation Execution
- Leads cross-functional projects focused on classification, regulatory data, system enablement, compliance controls, and process transformation.
- Defines scope, milestones, deliverables, owners, dependencies, and escalation paths for high-impact compliance initiatives.
- Drives change management, stakeholder communication, issue resolution, and timely execution aligned to regulatory deadlines and business priorities.
- Cross-Functional Data Integration
- Partners with Engineering, Procurement, Supply Chain, Aftermarket, Finance/Controlling, suppliers, and other stakeholders to capture required technical and commercial data upstream.
- Embeds regulatory data requirements into product development, sourcing, supplier onboarding, operational changes, and compliance review processes.
- Ensures business teams understand what data is needed, why it is needed, who owns it, and how it supports compliant filings and audit readiness.
- Audit, Risk Management, and Regulatory Interface
- Coordinates internal and external audits and supports responses to CBP, PGA, broker, and external counsel inquiries.
- Ensures classification records, supplier data, entry support, and rationale are organized, complete, and readily available.
- Identifies risks related to classification inconsistency, data gaps, broker execution, supplier changes, process breakdowns, and post-entry requirements.
- Broker, Supplier, and Trade Partner Oversight
- Manages broker and external trade partner expectations for accurate application of classifications, regulatory data, and filing instructions.
- Monitors broker execution and supplier data quality to identify issues requiring corrective action or escalation.
- Works with Procurement and business partners to create practical supplier communication paths when operational changes affect customs, tariff, or importer-of-record requirements.
- Team Leadership and Capability Building
- Leads, coaches, and develops a team responsible for classification, regulatory data management, compliance controls, and transformation execution.
- Sets priorities, allocates resources, removes blockers, and creates clear requirements so the team can execute simply, faster, and stronger.
- Builds stakeholder training, playbooks, standard work, and decision frameworks to strengthen organizational capability and consistency.
- Strategic Trade Compliance Advisory
- Provides guidance to business leaders and stakeholders on classification impacts, duty considerations, compliance risks, and regulatory requirements.
- Supports development of strategies to mitigate risk, improve traceability, optimize compliant trade outcomes, and align cross-functional accountability.
- Advises on operational decisions that may create customs exposure, including supplier terms, data gaps, re-export activity, foreign importer-of-record arrangements, and post-entry corrections.
Knowledge You Should Bring
- Bachelor degree required and typically 5 to 7 years of relevant experience, or 8 or more years of relevant experience in lieu of degree.
- Demonstrated ability to design, implement, and manage processes in a regulated, data-driven, or operational environment.
- Strong project management capability, including leading cross-functional initiatives, managing competing priorities, and driving execution.
- Experience with data-intensive processes, including data collection, validation, quality control, governance, and documentation standards.
- Ability to translate business and regulatory requirements into structured processes, data needs, controls, and operational ownership.
- Strong analytical, problem-solving, decision-making, and communication skills, including the ability to simplify complex requirements and influence stakeholders.
- Ability to operate effectively with evolving requirements, ambiguity, and urgent regulatory or business priorities.
Exceptional Candidates Might Have
- Experience in customs, trade compliance, regulatory affairs, import/export operations, or tariff recovery programs.
- Knowledge of HTS classification, CBP requirements, PGAs, entry filing expectations, post-entry processes, and audit documentation standards.
- Licensed U.S. Customs Broker, CCS, CES, or equivalent industry certification.
- Experience managing classification audits, broker performance, supplier data quality, regulatory inquiries, or external counsel coordination.
- Experience driving process transformation, system integration, data governance, dashboarding, workflow design, or compliance automation initiatives.
- Ability to partner across Legal, Finance/Controlling, Procurement, Engineering, Supply Chain, Aftermarket, suppliers, brokers, and leadership stakeholders.

This position is open to applicants who can work in or relocate to Portland, Oregon. Hybrid schedule.
