Sector Expert - Critical Raw Materials - based in Luxembourg. This position is based at our Luxembourg headquarters and requires regular office presence. The EIB, the European Union's bank is seeking to recruit for its Projects Directorate (PJ), Innovation and Competitiveness Department (INCO), Innovation Supply Chain and Process Industries Division (SCPI), at its headquarters in Luxembourg, a Sector Expert - Critical Raw Materials*.
This is a full-time temporary position at grade 5.
The term of this contract will be 2 years.
Purpose
Conduct the due diligence of investment projects in mining, metals refining and related process industries, with a particular focus on critical raw materials, and support the EIB's wider European Union policy dialogue through technical analysis, briefings and position papers. You will report to the Head of the Innovation Supply Chain and Process Industries Division and work closely with colleagues across the Innovation and Competitiveness Department and other EIB services.
Operating Network
The Sector Expert will report to the Head of SCPI Division. Internally, you will work closely with professional staff in the Innovation Supply Chain and Process Industries Division and the Innovation and Competitiveness Department, other teams in the Projects Directorate, and colleagues in Lending and Legal.
Externally, you will engage with firms, organizations, public authorities, European Union institutions, project promoters, industry stakeholders, financing community and other relevant counterparts, including at external events.

(**) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Accountabilities
- Assess the technical and economic viability of investment projects and programmes in mining, metals refining and related process industries, including cement, steel and chemicals, with a particular focus on critical raw materials.
- Analyze key project documentation, including business plans, feasibility studies, cost estimates, implementation plans, schedules and commercial contracts.
- Evaluate the strategic relevance, commercial viability, and environmental and social sustainability of investment projects, identify key risks and recommend appropriate mitigation measures.
- Work closely with Lending colleagues on the early screening of investment opportunities and the identification of potential financing opportunities.
- Appraise projects within multidisciplinary teams and contribute to appraisal reports and technical opinions, support the structuring of financing operations.
- Monitor project implementation, including project completion assessments and follow-up activities where required.
- Contribute to the Bank's policy dialogue with European Union institutions, Member States, international organizations and industry stakeholders on critical raw materials, industrial competitiveness and strategic value chains.
- Prepare sector, policy and methodology papers related to critical raw materials in support of the Bank's lending, sector and wider policy objectives.
- Represent the EIB at relevant industry, policy and stakeholder events.
- Adapt and develop expertise over time in other sectors covered by the Innovation Supply Chain and Process Industries Division.
- University degree (minimum equivalent to a Bachelor degree), preferably in Engineering, Economics, Finance or another relevant field.
- At least 5 years of relevant professional experience in a technical, consulting, project management, finance or other industry role ideally relating to minerals, metals or other process industries, including chemicals.
- Experience gained in an industrial corporate, investment firm/bank or strategy and management consultancy firm, with exposure to technology, market and environmental analysis, would be considered a distinct advantage.
- Experience in European Union or international policy work relating to minerals and metals, together with familiarity with relevant international financial institutions and industry bodies, would be an advantage.
- Experience in applying quantitative methods and undertaking economic and financial modelling, including cash flow modelling, cost-benefit analysis and risk analysis, would be an advantage.
- Excellent knowledge of English and/or French (**), with a good command of the other. (Knowledge of other EU languages would be an advantage).
