Description

Join Our Mission to Foster Prosperity in Asia

Are you ready to make a difference in the future of Asia and be a catalyst for positive change? We are thrilled to offer a unique opportunity to become an important part of the prestigious Asian Development Bank (ADB). At ADB, our mission is simple yet powerful: to alleviate poverty and promote sustainable development in the Asia-Pacific region.

Organizational Setting and Reporting Relationship

The position of Senior Green Finance Specialist is assigned to the Office of the Director General (SEOD) within the Southeast Asia Department (SERD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to the Regional Head, Private Sector Development (PSD), and may oversee junior team members.

Your Role

As a Senior Green Finance Specialist, you will support the development of a pipeline of green public sector projects in Southeast Asia. Contributions will be in four critical areas: (i) implementation of the ASEAN Catalytic Green Finance Facility (ACGF), a project origination and cofinancing platform under the regionally-owned ASEAN Infrastructure Fund; (ii) origination and implementation of innovative sovereign projects; (iii) thought leadership and capacity building in green and innovative finance; and (iv) support to ADB’s private sector development operations

In all of the above, the incumbent will manage technical assistance resources, work closely with SERD country teams and management, represent ADB at internal and external events, and drive collaboration with other ADB departments, including their sector and thematic teams.

You will:

  • Lead the origination of projects and initiatives (in collaboration with SERD resident missions and sector teams), in accordance with the objectives of the ASEAN Catalytic Green Finance Facility (ACGF) and its partners.

  • Work with sector teams to design and develop projects and programs to advance ADB’s climate and private sector development ambitions.

  • Engage with development partners, including other international financial institutions, funds and philanthropic organizations, and project developers to help identify project opportunities.

  • Apply and evolve ACGF green frameworks and criteria to undertake project screening, selection, and structuring.

  • Provide operational support to PSD activities also under the mandate of SERD’s PSD team.

  • Review, lead discussions (with government agencies and ADB teams), and provide inputs to Country Partnership Strategies and SERD project pipelines to introduce innovation approaches (e.g., new development/sector/green finance goals; carbon/ocean credit schemes; technology; and policy changes).

  • Undertake dialogue with country and sector staff and government agencies, including in-country roundtables, project pitches, and project concept formulation.

  • Support structured capacity-building programs as a subject matter expert in areas of green and related innovative finance.

  • Provide guidance, advice, and comment on methodologies for catalytic climate finance, assessments of Paris Alignment, and policy-based lending for energy sector investments.

  • Supervise multidisciplinary teams of staff and/or consultants.

  • Perform other duties as may be assigned and reflected in the incumbent’s workplan.

Qualifications

You will need:

  • Master's degree or equivalent, in environment, sustainable development, finance, economics or related fields; or university degree in environment, sustainable development, finance, economics or related fields and at least 5 years specialized experience relevant to the position can be considered.
  • At least 10 years of relevant professional experience with strong policy focus including the below elements.
  • Direct experience originating and structuring infrastructure projects or PPP transactions.
  • Experience in leveraged finance/blended finance approaches, particularly in the infrastructure context of developing countries.
  • Experience working with multilateral development agencies and ASEAN government.
  • Experience in working with climate change related policies or projects.
  • International experience working in developing and developed sectors/countries.
  • Knowledge of ADB processes, departments and products.
  • Written and verbal proficiency in English.
  • Please refer to the link for ADB Competency Framework for TI2.

Benefits

ADB offers a rewarding salary and a comprehensive benefits package. The salary will be based on ADB's standards and comparator markets, taking into account your qualifications and experience.

  • Expatriate benefits (if applicable)
  • Relocation (if applicable)
  • Retirement plan
  • Medical and health benefits
  • Paid leave (including parental)
  • Life and other insurance plans

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff’s particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff’s performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
