Job Summary

Overall Purpose:

The role oversees the Bank’s regulatory and economic capital frameworks, ensuring effective governance, strategic direction, and compliance with regulatory expectations. The role leads the ICAAP process, regulatory capital assessments, capital planning oversight, stress testing, MREL frameworks, EU-wide stress testing exercises, and regulatory submissions, while providing independent challenge to 1LoD activities. It also integrates recovery and resolution considerations within the broader capital framework, maintains independent oversight in line with 2LoD responsibilities, leads a team of analysts, and engages with senior management, committees, supervisory authorities, and other key stakeholders.

Key Responsibilities

The job holder will be responsible for:

  • Strategic Framework Ownership & Governance:
    • Defining, owning and continuously enhancing the regulatory capital, economic capital (ICAAP), and MREL frameworks.
    • Ensuring robust governance structures and full alignment with regulatory expectations; and embedding recovery and resolution considerations within capital frameworks where appropriate.

  • ICAAP Leadership & Capital Planning Oversight
    • Leading the ICAAP process end-to-end, including methodology setting, scenario design, and internal governance.
    • Providing independent 2LoD oversight and challenge of the capital plan.
    • Ensuring consistency with risk appetite and business strategy.

  • Regulatory Capital & MREL Oversight
    • Overseeing regulatory capital adequacy and MREL requirements
    • Providing challenge on assumptions and methodologies.
    • Ensuring compliance with applicable regulatory frameworks and supervisory expectations.

  • Stress Testing & Methodological Leadership
    • Leading ICAAP stress testing frameworks, including scenario design, severity calibration, and assumptions.
    • Ensuring consistency with regulatory stress testing exercises and internal risk management practices; and challenging stress testing outputs at a senior level.

  • Reporting, Governance & Regulatory Engagement
    • Overseeing delivery of high-quality reporting to committees and Board; acting as key point of contact with regulators including JST and SRB
    • Coordinating responses to regulatory queries and ensuring clear articulation of capital adequacy and risks.

  • Recovery and Resolution Integration
    • Ensuring that recovery and resolution related submissions (including MREL and resolvability assessments) are appropriately reflected and aligned within capital planning and ICAAP frameworks, while maintaining clear delineation between 2LoD oversight and 1LoD preparation responsibilities.

  • Team Leadership & People Management
    • Leading, coaching and developing junior members of the team.
    • Setting performance expectations while ensuring high-quality outputs and fostering a strong risk culture.

  • Project & Change Leadership:
    • Leading regulatory and strategic initiatives (e.g. ICAAP enhancements, capital framework improvements) while ensuring timely delivery and driving continuous improvement and automation across processes.

In addition to the specific functions, management may assign more duties as required for the job from time to time.

  • Strong leadership presence with the ability to influence senior stakeholders and drive strategic outcomes with strong critical thinking and decision-making capabilities under complex environments.

Required Criteria

Previous proven work experience of six (6) years in Risk Management, Recovery Planning, Resolution Planning or a related area, two (2) years of which managing a team, project or initiative, and an MQF Level 6 Award in Finance, Economics, Banking or related discipline or equivalent professional qualification.

OR

Previous proven work experience of eight (8) years in Risk Management, Recovery Planning, Resolution Planning or a related area, two (2) years of which managing a team, project or initiative.

OR

Previous proven work experience of four (4) years in Risk Management, Recovery Planning, Resolution Planning or a related area, two (2) years of which managing a team, project or initiative, and an MQF Level 6 Bachelor’s Degree in Finance, Economics, Banking or related discipline or a related field.

Applicants are required to satisfy the Bank’s minimum eligibility criteria of four (4) O’Levels at Grade 5/C or higher, including English Language, in addition to any role‑specific requirements outlined above. This requirement shall not apply where applicants are already in possession of an MQF Level 6 Degree or higher.
