Project Overview:

Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility. This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland’s nuclear base and build a strong and long-lasting energy future for generations to come. This position is subject to U.S. Department of Energy (DOE) regulations at 10 CFR Part 810 (Part 810), which govern the transfer of hardware, materials, and technology to support the construction and operation of commercial nuclear power plants overseas.

Job Summary:

The Site Environmental, Health and Safety (EHS) Manager leads the EHS program where the work is actually done - in the field, at the workface, alongside the crews and supervision building the plant. The role is based in the construction areas rather than the project office: walking the job daily, verifying that pre-task planning matches what crews are doing, intervening on unsafe conditions, coaching supervision, and holding subcontractors to the standards their contracts require. It carries direct responsibility for the field EHS team and for the health, safety and environmental performance of every crew working on site. The Site EHS Manager reports functionally and administratively to the Senior Project EHS Manager and works day to day alongside the Construction Manager, Area Superintendents, field engineers with a seat in the daily construction planning routine. The role directly supervises the field EHS team - area officers, environmental and occupational health specialists - and holds functional oversight of every subcontractor EHS organization working on site.

The role directly supervises the field EHS team - area officers, environmental and occupational health specialists - and holds functional oversight of every subcontractor EHS organization working on site.

Major Responsibilities:

  • Directs day-to-day EHS execution in the construction areas across all three disciplines, spending the majority of each day in the field rather than at a desk, and remaining visible and accessible to craft and supervision on every shift worked.
  • Supervises, deploys and develops the field EHS team - assigning coverage by area, shift and activity risk, coaching officers in the field on intervention technique, and assessing competency by observing them at the workface rather than on paper.
  • Verifies in the field that EHS requirements have been carried through into the documents crews actually work to - task-specific risk assessments, method statements, lift plans, excavation and confined space permits, temporary works designs and toolbox talk content - and that the work on the ground matches what was planned.
  • Applies the project and customer EHS Management System at the workface, translating written standards into practical controls crews can follow, and exercises stop-work authority without hesitation when conditions warrant it.
  • Works shoulder to shoulder with Construction superintendents, area engineers and subcontractor supervision in daily planning, pre-job briefings and shift turnovers, so that EHS input reaches the crew before the work starts rather than after a problem appears.
  • Conducts and leads daily site walkdowns, planned general inspections and behavioral observations, personally addressing unsafe acts and conditions at the point of work and confirming that corrections are held on the next visit.
  • Reviews subcontractor EHS submittals against project and customer standards before mobilization, then verify in the field that what was promised on paper is what has actually been put in place.
  • Holds subcontractors to their contractual EHS obligations in the field, issues and tracks field non-conformances and corrective actions to closure and escalates repeat or serious failures through the commercial and functional routes.
  • Directs the site emergency response arrangements - muster points, rescue provision for work at height and confined space, first aid and medical cover, spill response equipment - and tests them through field drills rather than assuming the written plan works.
  • Leads incident response at the scene - securing the area, arranging care for the injured, preserving evidence and gathering first-hand accounts - and drives the investigation to credible root cause with corrective actions that change conditions in the field.
  • Assures environmental controls are working on the ground - erosion and sediment control, dewatering and discharge points, dust and noise, waste segregation and storage, fuel and chemical containment, protected species and habitat constraints - and that permit conditions and monitoring obligations are met and evidenced.
  • Hosts customer and regulatory authority walkdowns and inspections in the construction areas, answers for site conditions first-hand, and reports project and subcontractor field performance as required.
  • Drives the site safety culture directly with the workforce - toolbox talks, stand-downs, craft safety committees and recognition - and uses field observation data, near-miss reporting and trend analysis to target where the team spends its time next.

Education and Experience Requirements:

  • Requires a Bachelor's degree (or international equivalent) related to an environmental, health, safety or science-related discipline, together with a minimum of 15 years of EHS the majority of it site-based on construction projects.
  • Requires prior accountability for the field EHS program of a major construction site, and prior nuclear, power or comparable highly regulated project experience is strongly preferred.

In lieu of a degree, an equivalent combination of recognized professional certification and additional relevant construction EHS experience may be considered.

Required Knowledge and Skills:

  • Substantial time served on active construction sites, with a track record of managing EHS at the workface on a large, multi-subcontractor project - not solely in a corporate or project office setting.
  • Deep practical knowledge of construction hazards and their field controls: excavation and ground support, lifting operations and crane setup, work at height and scaffold, temporary works, confined space entry, energy isolation and lockout, hot work, mobile plant and pedestrian segregation, and electrical safety.
  • A recognized EHS professional certification, for example NEBOSH International Diploma or General Certificate, OSHA, CSP or chartered membership of IOSH or an equivalent body.
  • Working knowledge of ISO 45001 and ISO 14001 management system standards, and of the environmental permitting and reporting regime applicable to major construction works.
  • Familiarity with Polish health, safety and environmental legislation and European Union environmental directives, or the demonstrated ability to work to an unfamiliar national regulatory framework with local specialist support.
  • Strong written and spoken English; Polish language ability is an advantage for regulator and workforce engagement.
  • Credible with craft and front-line supervision as well as with management - able to stop a job, explain why, and leave the crew willing to work with the EHS team the next day.
  • Eager to mentor others and pursue their development, with experience building national EHS capability in a host country.
  • Proficient in MS Office and in EHS data and incident management systems used for performance reporting.
