About the Opportunity

The Procurement Specialist is MNBC’s day-to-day procurement technical resource, providing expert guidance to ministries and departments on sourcing strategy, the Purchasing Authorization Table (PAT), and the Procurement Policy. The role leads complex, non-routine procurement, including high-value competitive processes, non-competitive and emergency procurements, and situations outside established procedures; assesses risk, identifies non-standard conditions, and recommends a course of action to the Director, Financial Development.

The Procurement Specialist owns the development and implementation of procurement process improvements, templates, tools, and SOPs, and leads MNBC’s revenue- and savings-generating procurement initiatives, including the MNBC Marketplace, the preferred vendor program, and the participation of Métis-owned and Indigenous businesses in MNBC procurement. The role builds procurement capacity across MNBC, so the Nation receives best value while meeting its policy, audit, and economic reconciliation commitments.

Duties and Responsibilities

Strategic Sourcing & Complex Procurement (30%)

  • Leads MNBC procurements over $25,000 from planning through award, determining the appropriate sourcing approach (RFP, RFQ, RFI, EOI, negotiated process, or other method) based on value, risk, market conditions, and the Purchasing Authorization Table (PAT).
  • Develops procurement strategies, solicitation documents, evaluation criteria, and weighting for complex, high-value, or multi-year requirements.
Assesses and advises on non-competitive (sole-source or single-source), emergency, and time-sensitive procurements, preparing justifications and recommending compliant alternatives where requirements do not fit standard processes.
  • Identifies non-standard conditions in procurement files (e.g., scope changes, budget overruns, single compliant bids, bid irregularities, conflicts of interest, vendor disputes) and recommends corrective action to the Director, Financial Development.
  • Leads evaluation processes, facilitating subject matter expert evaluation panels, ensuring fairness and complete documentation, and preparing award recommendations and proponent debriefs.
  • Ensures required PAT approvals are obtained and documented before commitments are made, and advises on contract terms, risk allocation, renewals, and expiry dates in collaboration with Risk Management.

Procurement Advisory, Compliance & Process Improvement (20%)

  • Serves as MNBC’s recognized day-to-day procurement technical resource, providing expert advice to ministries, departments, and Finance staff on the Procurement Policy, the PAT, sourcing options, and procurement risk.
  • Interprets policy and adapts procedures to unusual or complex situations, including funder-specific procurement requirements, and escalates matters outside delegated authority with a recommended course of action.
  • Leads the development and implementation of procurement process improvements, including templates, Standard Operating Procedures (SOPs), workflows, and tools, and measures their results.
  • Monitors purchasing activity for compliance, identifies trends and recurring issues, and recommends corrective actions and Procurement Policy updates.
Designs and delivers training on the Procurement Policy, the PAT, and procurement best practices, and provides technical guidance and mentorship to the Purchasing Coordinator and ministry staff.
  • Leads procurement projects in EUNA and contributes to the configuration and adoption of procurement and contract management systems.
  • Reports regularly on procurement key performance indicators (KPIs), savings, and compliance to the Director, Financial Development, and advises on emerging procurement trends, risks, and opportunities.

MNBC Marketplace & Own Source Revenue (20%)

  • Leads the design, launch, and growth of the MNBC Marketplace, including the creation, sourcing, pricing, and sale of MNBC-branded products in alignment with MNBC brand standards and in collaboration with Communications and relevant ministries.
  • Develops, implements, and maintains MNBC’s Purchasing Principles to guide responsible, sustainable, and values-based purchasing decisions across the Nation.
Identifies, analyzes, and develops new Own Source Revenue (OSR) and cost-savings opportunities, including small-scale pilots, and prepares business cases and recommendations for leadership review.
  • Leads sustainability and internal exchange initiatives, including laptop and IT equipment recovery and reuse, and the redistribution and resale of surplus goods between ministries.
  • Tracks and reports on Marketplace sales, costs, margins, revenue generated, and savings achieved.

Vendor Management & Indigenous Procurement (15%)

  • Designs and maintains MNBC’s preferred vendor program, including the process, selection criteria, preferred vendor list, maintenance schedule, and corresponding SOPs.
  • Leads outreach to Indigenous vendors, with a priority on Métis-owned businesses, and develops approaches that increase their participation and competitiveness in MNBC procurement while keeping processes fair and open.
  • Negotiates wholesale accounts, discounts, volume pricing, and favourable terms, and resolves complex or escalated vendor issues.
  • Monitors vendor performance and recommends action where vendors do not meet contract or service requirements.
  • Works with the Finance Department to maintain accurate vendor records.

Inventory Management & Logistics (15%)

  • Oversees MNBC’s inventory and logistics program, including the transition of the majority of inventory from HQ and external storage to ShipTop Warehouse and Logistics.
  • Establishes inventory controls, count and reconciliation procedures, and replenishment forecasting for MNBC-branded products, event materials, and other goods.
  • Manages relationships with ShipTop and storage providers, including service levels, invoicing, cost monitoring, and resolution of discrepancies, losses, and delivery issues.
