Description of Work
Recruitment Range: $115,000 - $135,000The position is designated Statutory Exempt (EHRA) and is exempt from the State Human Resources Act
This position may be eligible for hybrid remote work in accordance with state policy and the agency’s remote work program but does require weekly onsite work. Any telework will be under the conditions of the state Teleworking Program Policy and the employer may end any teleworking arrangement at any time in the employer's sole discretion.

Join a mission-driven organization that protects North Carolina’s environment and public health. As the Applications Systems Manager I, you will lead a talented team responsible for the Internet-Based Environmental Application Management (IBEAM) platform—a critical system supporting air quality programs and more across DEQ. You’ll play a key role in both sustaining legacy operations and driving a multi-year modernization initiative that shapes the future of environmental technology statewide.
What You’ll Do:
Lead and Collaborate: Provide strategic leadership and administrative oversight for a 6-person multidisciplinary technology team maintaining IBEAM, which hosts more than 25 applications and modules. Conduct collaborative planning with business and technical leaders, ensuring clear direction and resources for timely, on-budget delivery.
Supervise and Develop: Directly supervise 5 application developers. Lead recruitment, performance management, workforce development, and succession planning. Foster continuous improvement, promote modern tools and practices, and drive organizational change.
Architect and Manage Projects: Serve as DAQ’s applications and solutions architect for IBEAM, supporting approximately 200 DAQ employees and additional clients across DEQ’s 1,700-employee department. Develop strategies for modernization, cloud adoption, systems integration, and digital transformation. Establish standards and governance to ensure security, scalability, reliability, and cost-effective operations.
Ensure Excellence: Oversee system design, integration, performance tuning, capacity planning, lifecycle management, and upgrades. Lead feasibility studies, cost/benefit analyses, workflow mapping, and modernization planning. Maintain system documentation and communicate complex recommendations to leadership and stakeholders.

• Vision for organizational growth, technology modernization, workforce development, and long-term operational success.
• Experience recruiting, developing, coaching, and managing technical developers.
• Demonstrated ability to build and maintain a high-performing, collaborative work environment that promotes accountability, innovation, customer service, and continuous improvement.

The North Carolina Department of Environmental Quality protects the state’s natural resources and relies on modern technology to support its mission. DEQ uses advanced data systems, cloud solutions, and digital tools to streamline permitting, improve access to environmental information, and strengthen science-based decision making. Knowledge Skills and Abilities/Management Preferences

• Experience in leading or contributing to complex application, database, or cloud‑platform initiatives that resulted in measurable improvements such as increased system performance, strengthened security, reduced defects, enhanced reliability, or successful implementation of modernization or architectural recommendations.
• Experience in translating complex technical concepts, analysis, or system recommendations into clear, actionable information for diverse audiences (including executives, business stakeholders, and technical teams) with demonstrated examples of how this communication influenced decisions, clarified project direction, or resolved organizational or technology issues.
• Experience in fostering team or project effectiveness within a technical environment, such as mentoring peers, promoting modern development practices, improving workflows, facilitating collaborative problem‑solving, or contributing to standards that strengthened accountability, innovation, customer service, or continuous improvement.

Minimum Education and Experience

Bachelor's degree in Computer Science or an IT related field or other related technical degree from an appropriately accredited institution and five years progressive experience including at least two years of experience in programming and applications analysis or related work;
or
Associate degree in Computer Science or an IT related field or other related technical degree from an appropriately accredited institution and six years progressive experience including at least two years of experience in programming and applications analysis or related work; or an equivalent combination of education and experience.
