About the Team:
The Applications Development Senior Group Manager is a transformative technology leader at the intersection of engineering excellence and strategic organizational impact. This is not simply a management role — it is an opportunity to shape the technical direction of a high-performing, multi-team engineering function within one of the world's most consequential financial institutions. In this role, the successful candidate will operate at the highest levels of technical and organizational leadership — partnering with business stakeholders, senior executives, and cross-functional technology teams to translate strategic vision into scalable, resilient application systems. They will drive design and architectural decisions that underpin Citi's global technology platforms, champion rigorous governance and risk management practices, and ensure that every deliverable reflects the firm's commitment to quality, compliance, and innovation. Responsibilities:
- Manage/develop multiple teams of professionals to accomplish established goals and conduct personnel duties for team (e.g. performance evaluations, hiring and disciplinary actions) as well as ensure team adheres to best practices and process
- Develop vision for team around roles and responsibilities, and structure team to ensure greatest impact, efficient use of resource, and alignment to business structures
- Prepare and present regular team/project reviews to senior management and business leaders
- Drive the design and development of system architecture, work with end-users of the systems, and enhance the quality of deliverables
- Ensure staff follows Citi documented policy and procedures as well as maintain desktop procedures and supporting documentation for filings on a current basis and in comprehensive manner
- Monitor and manage approach/end results, budgeting, planning, policy formation, and contribute to future strategy of the area(s)
- Ensure change is managed with appropriate controls, documentation, and approvals including implementation of new and revised regulatory reporting requirements
- Research and resolve issues, provide recommendations, and escalate to senior management as needed
- Manage and maintain all disaster recovery plans, oversee appropriate testing, and provide permit-to-operate for new applications
- Lead and deliver local staff forums, present global, regional, and location news and updates to engage team in the progress of organization
- Contribute to defining and implementing best practices and processes for the department and ensure transparency and consistency across teams
- Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards
Qualifications:
- 15+ years of progressive experience in application development and engineering leadership, with a track record of delivering large-scale, mission-critical systems in regulated financial services environments
- 8-10+ years of managerial experience leading multi-disciplinary engineering teams, including full accountability for performance management, hiring, talent development, succession planning, and organizational design
- Demonstrated experience architecting and leading the delivery of enterprise-grade application platforms, with the ability to set and enforce technical standards, drive architectural governance, and ensure engineering excellence across multiple teams
- Hands-on experience with cloud platforms such as AWS (EC2, S3, Lambda, RDS, EKS) or Microsoft Azure (AKS, Functions, Cosmos DB), with the ability to lead the design and delivery of scalable, highly available, cloud-native solutions at enterprise scale
- Advanced expertise in programming languages including Java, Python 3.10+, TypeScript, or COBOL, with a demonstrated history of establishing coding standards and guiding engineering teams in building maintainable, high-performance financial applications
- Experience leading the design of integration architectures using technologies such as TIBCO, Apache Kafka, or MuleSoft, including oversight of event-driven, message-based systems supporting high-throughput financial data processing
- Deep knowledge of containerization and orchestration platforms such as Docker and Kubernetes (OpenShift or Amazon EKS preferred), including the ability to define operational standards, lead platform migrations, and ensure production stability at scale
- Experience establishing and governing CI/CD practices using tools such as Jenkins, GitLab CI/CD, GitHub Actions, or ArgoCD, enabling high-velocity, safe deployments across engineering organizations in regulated environments
- Advanced knowledge of relational and NoSQL database technologies including PostgreSQL, MongoDB, Oracle, or Redis, with experience setting data architecture standards and guiding teams on performance optimization and regulatory data management
- Experience leading the implementation of enterprise observability strategies using Prometheus, Grafana, ELK Stack, or Splunk, with accountability for system reliability, SLA attainment, and incident response across multiple platforms
- Proven ability to mentor, coach, and grow senior engineers and engineering managers, fostering a culture of technical excellence, psychological safety, continuous learning, and inclusive team development
- Familiarity with AI/ML frameworks such as TensorFlow, PyTorch, or cloud-native ML services (AWS SageMaker, Azure ML), with experience identifying and applying intelligent solutions to complex engineering and business challenges
- Advanced knowledge of the strategic direction of the technology function within the relevant business domain, with demonstrated experience aligning engineering roadmaps to enterprise strategy and regulatory requirements
- PMP Certification, MBA, relevant technical certifications, or equivalent credentials; experience with financial products and deep understanding of industry competitive dynamics required
