About Axion Consultancy Ltd

Axion Consultancy Ltd is a specialist fire safety consultancy within the Riskhub Group, delivering fire engineering strategies, fire risk assessments, compliance inspections, and digital compliance management solutions to housing associations, local authorities, and building stock managers across the UK. Together, the two business units provide an end-to-end fire safety offering — from design-stage fire engineering through to ongoing occupancy compliance — supported by the Riskhub SaaS platform. This is a commercially driven, client-facing environment where sector knowledge, strong relationships, and a proactive approach to business growth are essential.

Axion delivers a large, recurring fire door inspection programme for housing clients across the UK, carried out by a team of field-based fire door inspectors. The Asset Delivery Manager makes sure that programme is delivered on time and to the required quality standard.

Unusually, this role owns both the plan and its execution. You will build the quarterly Programme of Works, issue it to clients, allocate inspectors to buildings, and then track delivery against it, re-planning as access problems, capacity changes and additional work affect the quarter. You will know exactly where every building stands on any given day, and escalate risk early, long before it becomes a client-facing failure.

The programme is planned and tracked through our Admin Portal and the Riskhub platform, with inspection figures drawn from QuickSight and client and query records held in HubSpot. You will manage it from that data rather than from memory. The role sits in the Delivery function, reporting to the Head of Delivery, as the asset-side counterpart to the fire risk assessment Delivery Manager.

Key Responsibilities

Quarterly Programme of Works

  • Owning the quarterly Programme of Works for fire door inspections, and issuing each client their programme at least 15 days before the new quarter starts.
  • Opening each planning cycle by confirming inspector availability and leave for the coming three months.
  • Creating quarterly schedules in the Admin Portal and using QuickSight inspection data, refreshed weekly, to establish how many doors are due.
  • Checking all allocations before the programme is issued, including where planning tools have helped build the schedules.
  • Preparing inspector work lists ahead of the quarter, keeping at least four weeks of work in advance to absorb change.

Allocation and workload balancing

  • Allocating inspectors to the right buildings and organising them into weekly schedules, taking account of availability, geography and building type.
  • Keeping the same inspector on the same buildings, in the same week, as the previous quarter wherever possible.
  • Balancing workloads against a working guide of 650 to 700 doors per inspector per full week, adjusting for building type, asset count and travel.
  • Splitting larger programmes across quarters while maintaining six-monthly inspection intervals and keeping buildings in their recurring quarters.
  • Reviewing capacity and redistributing work where additional buildings or higher door counts increase the workload.

Programme delivery

  • Proactively chasing inspectors so that inspections and reports are completed within KPI targets.
  • Identifying at-risk buildings and escalating where an inspector is unlikely to meet a deadline.
  • Maintaining the inspection calendar and updating inspector work lists as the quarter changes.
  • Managing outstanding work carried into the following quarter, and confirming whether additional capacity is needed.

Access, disruption and revisits

  • Arranging access with clients where keys, fobs or access codes are missing or incorrect, and booking revisits.
  • Managing appointment-based access for sheltered and supported buildings, amending the programme and reallocating work for the original date.
  • Coordinating return visits and locksmith programmes for buildings that could not previously be accessed.
  • Maintaining the live record of client and resident inspection requests, and arranging the visits these generate.
  • Reallocating work where sickness, unexpected leave or departures reduce capacity, and informing clients where dates change.

Inspector performance

  • Monitoring inspector productivity weekly against the door-count guide and KPI targets for inspection turnaround.
  • Tracking no-access rates by inspector and by client, identifying patterns and escalating persistent issues.
  • Monitoring individual workloads, and alerting the Head of Delivery where capacity drops or work volumes fall critically low.
  • Conducting regular performance analysis, comparing output against cost to support resourcing decisions.

Reporting

  • Preparing and distributing the weekly operations report every Friday, covering fire door inspection metrics and outstanding figures by client.
  • Providing a weekly delivery report to the Head of Delivery every Friday.
  • Contributing to the monthly performance review covering best and worst inspector performance, regional results and no-access rates.

Query management and daily operations

  • Managing queries raised within the Riskhub platform and progressing resolution within agreed timescales, documenting outcomes in HubSpot.
  • Supporting inspectors day to day by email and telephone.
  • Leading the weekly operations meeting, and making sure actions arising from it are owned and closed.
  • Attending client meetings through the quarter and acting on what is agreed in them.

Quality, systems and improvement

  • Ensuring all inspector interactions and issues are logged in HubSpot in real time.
  • Supporting ISO 9001 compliance by maintaining accurate records of inspector qualifications, CPD and fire door inspection certifications, working with HR on training.
  • Identifying portal improvements that reduce manual effort, such as faster work list creation, bulk building allocation and automatically drafted Programmes of Works, and agreeing with the software team what can be delivered.

Who You'll Work With

  • Head of Delivery: Your line manager. You will report on programme status, KPIs and emerging risk, escalate anything likely to miss a client deadline with a recovery plan attached, and agree additional capacity where needed.
  • Head of Assessors: Owns inspector competence and quality. You will share productivity, turnaround and no-access data to inform QA and training, and confirm inspectors hold current fire door competence for the work they are allocated.
  • Programme Manager: Owns the fire risk assessment programme. You will share the fire door Programme of Works so activity at the same buildings is visible on both sides, and flag access issues likely to affect other planned work.
  • Customer Services Manager: You will provide delivery positions and outstanding figures for client reporting, give early warning of any change to issued dates, and pick up client access and resident inspection requests.
  • HR and the software team: You will work with HR on inspector training and certification records, and with the software team on portal improvements.

Person Specification

Essential

  • Proven experience in an operational planning, scheduling or delivery role, building programmes and managing work against KPIs and fixed deadlines.
  • Experience allocating and balancing workloads for field-based teams, taking account of geography, availability and capacity.
  • Strong data skills: comfortable working from systems, reports and spreadsheets to track progress, spot trends and produce regular reporting.
  • Experience using a CRM or case management system, with real discipline around accurate, real-time record keeping.
  • Highly organised, with the ability to re-plan quickly when access, capacity or client requirements change.
  • Confident, clear communicator with clients and field teams, able to hold others to account and present performance information to senior leadership.
  • 2-3 years' experience within the fire safety industry.
  • A good understanding of fire doors, including how they are inspected and the common defects found.
  • Understanding of Regulation 10 of the Fire Safety (England) Regulations 2022, which sets out legal requirements for fire doors in residential buildings with two or more sets of domestic premises and common escape parts.
  • Understanding of Regulation 7 of the Fire Safety (England) Regulations 2022, which requires the Responsible Person for high-rise residential buildings (at least 18 metres or 7 storeys high) to conduct monthly routine checks of specific fire-fighting equipment and lifts.

Desirable

  • Experience in building compliance, property management or social housing.
  • Experience planning cyclical inspection or maintenance programmes across a large property portfolio.
  • Hands-on experience of HubSpot and of reporting tools such as QuickSight.
  • Experience working within an ISO 9001 quality management system.
  • Experience working with software teams to improve systems and reduce manual processes.
