What can you expect from this position?

Reporting to the Executive Director, Capital Planning, the Associate Director, Capital Investment Strategy will lead the Capital Investments function and help determine where and why Toronto Pearson invests. You will provide financial leadership across the front end of the capital investment lifecycle by supporting strategic initiative business cases, portfolio prioritization, project intake, investment governance, and benefits realization. Working with business units, the Transformation Office, Strategy, Finance business partners, and program teams, you will translate strategic priorities into decision-ready investment recommendations for executive consideration. You will establish consistent methodologies, standards, and controls so that capital investments are strategically aligned, financially sound, affordable, and supported by reliable data and robust business intelligence.

As an Associate Director, Capital Investment Strategy, you will:

  • Lead the development and financial evaluation of business cases for major strategic initiatives, while establishing the standards and methodologies applied across the broader capital portfolio.
  • Develop complex financial models incorporating NPV, IRR, ROIC, cash flow, sensitivity, scenario, and risk-adjusted investment analyses.
  • Challenge assumptions and translate complex analysis into decision-ready recommendations for executive and Board-level consideration.
  • Lead quarterly financial forecasting and reporting for multi-year strategic initiatives.
  • Support the enterprise capital allocation and prioritization process with a multidisciplinary team, applying consistent strategic, financial, affordability, risk, and delivery-capacity criteria to recommend investments, sequencing decisions, trade-offs, and off-ramp actions to executive governance forums.
  • Establish and maintain enterprise investment-governance standards, including business-case methodologies and templates, evaluation criteria, capital allocation frameworks, hurdle rates, risk premiums, stage-gate requirements, and decision records that support consistent and transparent recommendations.
  • Lead the enterprise project intake and triage process partnering with the appropriate teams to confirm strategic alignment, scope maturity, resource capacity, accounting treatment, funding pathway, and business-case requirements before investments advance for prioritization or approval.
  • Establish benefits and cost baselines for approved investments, integrate expected outcomes into portfolio planning, monitor realization across all programs, and lead post-investment evaluations that identify variances, lessons learned, and implications for future capital allocation decisions.
  • Support the evaluation of public-private partnerships and alternative delivery models, including financial returns, affordability, financing approaches, and risk allocation.
  • Lead, coach, and develop a high-performing team while fostering accountability, collaboration, analytical excellence, and continuous improvement.

This is the role for you, if you have:

  • A university degree in Finance, Accounting, Business Administration, or a related discipline.
  • A CPA, CFA, CBV, MBA, or other relevant professional designation or graduate degree is considered an asset.
  • Five or more years of relevant experience in investment analysis, corporate finance, infrastructure finance, business-case development, portfolio planning, or major capital programs, including experience leading complex, cross-functional investment decisions in a leadership capacity.
  • Advanced expertise in financial modelling, scenario analysis, sensitivity testing, and investment evaluation methodologies.
  • Expertise in developing decision-ready business cases for major strategic or capital initiatives.
  • Demonstrated experience designing or operating capital allocation, project intake, stage-gate, investment-governance, or benefits-realization processes across a complex portfolio.
  • Experience evaluating public-private partnerships or alternative capital-project delivery and financing models.
  • Advanced stakeholder management and influencing skills, with the ability to work effectively across senior leadership and business functions.
  • Strong executive communication skills and the ability to translate complex financial analysis into clear business implications and recommendations.
  • Strategic thinking, sound judgement, and strong problem-solving and decision-making capabilities.
  • Experience leading, coaching, and developing finance professionals in a collaborative environment.
  • The ability to obtain and retain Transportation Security Clearance at the designated level for the position.
