The Associate Director, Unskilled Services, drives execution of the Director’s operational strategy, regulatory and compliance standards, policies, and department goals for Community First Choice (CFC) Personal Care and Homemaker and CFC In-Home Support Services.

This role translates strategic direction into clear operational plans, accountable processes, and measurable outcomes. The Associate Director of Unskilled Services oversees department operations and program leadership; ensures consistent implementation of policies and procedures; and monitors performance and compliance. The role supports members in receiving person-centered services that promote independence, choice, safety, and meaningful living in their homes and communities.

Key Duties and Responsibilities

Team Leadership & Supervision

  • Supervise, coach, and develop program managers and other assigned leadership staff; establish clear expectations and hold leaders accountable for results.

  • Foster a culture of accountability, collaboration, and continuous learning aligned with PASCO values.

  • Reinforce application of required training, policies, and best practices through coaching, communication, and performance management.

  • Support managers in addressing first-line escalations, including member service concerns, staffing barriers, quality issues, and manager-level performance concerns.

Workflow & Operational Oversight

  • Translate policy and regulatory changes into operational procedures, training, communications, and implementation plans.

  • Establish and monitor departmental workflows, service-delivery processes, staffing practices, and documentation expectations to ensure reliable execution.

  • Support coordinators with complex cases, escalations, and problem-solving.

  • Provide coverage and operational support during staffing gaps as needed.

  • Lead implementation of department changes, ensuring managers and teams understand expectations, timelines, and accountability measures.

Compliance & Quality Oversight

  • Monitor operational compliance with applicable State and Federal regulations, CFC program requirements, HIPAA, confidentiality requirements, and PASCO policies.

  • Partner with Compliance, Prior Authorization, Medical Records, and Leadership teams to maintain program integrity.

  • Serve as a subject-matter resource for waiver regulations, skilled vs. unskilled task limitations, and service delivery requirements.

  • Coordinate internal audits, corrective-action plans, documentation reviews, and follow-up activities; identify trends and escalate material compliance or operational risks to the Director of Unskilled Services.

Meeting Facilitation & Communication

  • Facilitate regular team meetings, case reviews, and process updates.

  • Lead structured discussions focused on compliance trends, workflow improvements, and team development.

  • Ensure consistent and accurate messaging across teams regarding program expectations and operational changes.

Cross Department Collaboration

  • Collaborate with Intake, Scheduling, Prior Authorization, HR, Medical Records, and other departments to support coordinated service delivery.

  • Escalate systemic barriers and contribute to process improvement initiatives.

Perform other duties and responsibilities that are assigned or required to fulfill listed key duties and responsibilities.

Key Measures of Performance for the Role

  • Department compliance performance, audit readiness, corrective-action completion, and accuracy of required documentation.

  • Implementation of established policies, priorities, and operational strategies by agreed-upon deadlines, with documented status updates.

  • Quality and consistency of CFC Personal Care and Homemaker and CFC In-Home Support Services, measured against applicable service standards, documentation requirements, and regulatory deadlines.

  • Resolution and appropriate escalation of operational, compliance, staffing, and service-delivery issues within established response timeframes.

  • Department staffing stability, leadership development, onboarding completion, and direct-care staff training compliance.

  • Audit outcomes and compliance findings

  • Feedback from members, families or authorized representatives, direct-care staff, managers, community partners, and internal stakeholders.

Knowledge, Skills or Abilities

Experience

  • At least 5 or more years of supervisory or management experience in waiver services, case management, or human services strongly preferred.

  • At least 3 years of experience leading managers, supervisors, or large distributed teams.

  • Extensive knowledge of Colorado Community First Choice services, CFC Personal Care and Homemaker services, CFC In-Home Support Services, and applicable service-delivery requirements.

  • Demonstrated experience coaching, developing, and leading teams.

  • Experience with compliance monitoring, audits, quality assurance, corrective actions, and performance management preferred.

Education and/or Licenses

  • Degree in social services, healthcare administration, or related field preferred.

  • Completion of all PASCO-required competencies and trainings.

Knowledge, Skills, or Abilities

  • Strong working knowledge of State, Federal, and licensing regulations for waiver services.

  • Strong operational leadership skills, including the ability to translate strategy into practical plans, procedures, and measurable results.

  • Ability to lead through managers, set clear expectations, coach performance, and hold teams accountable.

  • Excellent organizational, time management, and prioritization abilities.

  • Ability to communicate effectively both verbally and in writing.

  • Ability to manage competing priorities while maintaining attention to detail.

  • Proficiency with Microsoft products and electronic health record systems.

Physical or Other Requirements (with little or reasonable accommodation):

  • Light detailed work

  • Sitting some of the time in front of a computer screen or paperwork, in combination with walking, standing or exerting force.

  • May require walking or standing more than 1/3 of the time.

  • Examples: Positions that require arranging records in file cabinets, drawers, and boxes, walking to obtain records and standing while arranging them, or constant typing.
