Show job description
East Bay Community Action Program is hiring a new Associate Vice President, Family Development to bring structure, accountability, and momentum to the safety-net programs that serve East Bay families every day.

Family Development is the division where EBCAP meets people at their most urgent moments: housing assistance, energy and heating support, food security, case management, community development, and adult education, delivered across multiple sites and funding streams. EBCAP is shifting to a professional, data-driven operating model, and this newly created role is central to that shift.

Reporting to the Vice President, Family Development, you will take direct operational charge of several of the division's largest program areas. You will supervise directors and managers, assess what is working and what is not, and tighten the budgets, contracts, and compliance practices that keep services funded and running. You will serve as the VP's trusted second, with full operational authority for the division in the VP's absence.

Why You Will Love This Job

You will build something, not maintain it. This is a newly established position, in a division that is being rebuilt around clear standards, reliable data, and accountable leadership. You will shape how the role works, and the results will be visible.

You will have real authority.
You will manage and formally evaluate directors and managers, own operational decisions across several programs, and step into full divisional leadership when the VP is out.

You will do turnaround work that matters.
If you are at your best when you walk into a complex program, read the budget and the data, find what is off, and fix it with the people who run it, this role was designed for you.

Your work reaches families directly.
Better budgeting, stronger compliance, and sharper case management mean more households housed, heated, and fed, and fewer funding gaps for the people who rely on us.

You will work across an integrated agency.
EBCAP combines social services, primary and dental care, behavioral health, and Head Start, and our programs serve overlapping populations across the lifespan. You will partner with the Strategic Initiatives and Quality teams and with leaders across the agency, and you will represent the division to funders, government bodies, and community partners.

You will be supported in growing.
EBCAP invests in leaders through employer-paid training and tuition reimbursement, in a culture that is moving toward professional standards, transparent expectations, and data-informed decisions.
