About the Role The India Program Design & Development team works at the intersection of public health, behavioural science, service design, content, technology, and implementation to develop programmes that can be adopted and scaled through government health systems. We are looking for a Behaviour Change Specialist to strengthen the behavioural science and behaviour change capabilities of the India Program Design & Development team. The role will bring a strong public health and behaviour change lens to programme design identifying behavioural barriers and enablers, and translating these insights into practical interventions, tools, content, and programme models. You will work across the programme development cycle, in close collaboration with medical experts, programme and service designers, content and creative teams, researchers, and implementation teams WHAT YOU WILL DO Apply behavioural science to programme design Identify and prioritise key behaviours and diagnose the barriers, motivations, social norms, and system factors influencing them. Apply behaviour change frameworks to translate insights into practical programme, intervention, content, and delivery approaches. Contribute to qualitative and mixed-method research, including interviews, observations, focus groups, journey mapping, and behavioural inquiry. Work with service designers and researchers to understand behaviours across patient, caregiver, and health-worker journeys and contexts. Translate research into clear behavioural insights and design opportunities, distinguishing knowledge, capability, motivation, and system-level gaps. 2. Design, test, and iterate interventions Co-create interventions with programme, medical, design, content, and implementation teams, defining behavioural hypotheses and intended outcomes. Prototype, pilot, and test intervention approaches, tools, messages, and delivery mechanisms to understand what works, for whom, and in what contexts. Use evidence and implementation learning to iterate and strengthen interventions. 3. Embed behaviour change into programme strategy Define clear behavioural outcomes alongside health and programme outcomes. Develop behaviour change pathways linking interventions to behavioural and health outcomes. Identify behaviours or topics that require different training or intervention approaches. 4. Connect behaviour change to evaluation and learning Develop behavioural measures and interpret qualitative and quantitative evidence to assess behavioural change and inform programme improvement. Document and share learning and evidence from Noora Health’s behaviour change work. WHAT WE ARE LOOKING FOR 8–10 years of relevant experience in behaviour change, public health, health promotion, behavioural science, implementation research, or a related field. Master's degree or equivalent in Public Health, Behavioural Science, Psychology, Social Sciences, Health Promotion, or a related discipline. Strong understanding of public health and health systems, preferably in India. Demonstrated experience designing, testing, or improving behaviour change interventions, ideally in health or the social sector. Strong qualitative research, synthesis, and analytical skills. Ability to translate research and behavioural insights into clear, actionable programme design recommendations. Experience working across multidisciplinary teams. Strong communication skills and the ability to make behavioural concepts accessible to non-specialists. Ability to balance theory and evidence with the realities of implementation, scale, resources, and government systems. Good to Have Experience working with government health programmes in India, particularly in maternal, child, adolescent, NCD, primary, or community health. Experience designing interventions for caregivers, patients, or frontline health workers. Familiarity with behaviour change frameworks and approaches such as COM-B, Behaviour Change Wheel, Social and Behaviour Change, and rapid-cycle testing. Experience translating behavioural insights and data/evidence into health communication, training, digital, service design, or programme improvements. What Success Looks Like Within the first year, you will have helped the team: Establish a stronger, consistent behaviour change approach across India programmes and prioritise behaviours critical to outcomes. Strengthen needs finding and formative research through a behavioural lens. Translate behavioural insights into better-designed, tested, and iterated interventions, tools, content, and programme flows. Build practical tools, evidence, and learning that help teams improve programme effectiveness and scalability.
