Brownfield Project Cost Control Specialist

Location: Pasig City, Philippines

Job Level: Specialist

Business Unit: Transition Business Group (TBG)

Power your future with AboitizPower.

As a Brownfield Project Cost Control Specialist, you will drive project financial governance and cost transparency across our brownfield development projects and contribute directly to transforming energy for a better world. You will work closely with the Project Development and Execution (PDE) and Transition Business Group teams to deliver results, create positive community impact, and develop your skills in a supportive, purpose-driven environment.

In This Role, Your Responsibilities Will Be:

  • Cost Capture, Forecasting & Risk Mitigation: Implement PDE Project Cost Control Procedures across assigned brownfield energy projects. Prepare and submit recurring project cost reports and dashboards covering actual costs, commitment phasing, spend curves, and contract expenditure reviews against approved budgets, actively identifying variances, potential risks, and corrective actions.

  • Vendor & Contract Cost Validation: Gather, review, and validate cost inputs, commitment phasing, and forecasts submitted by service providers, contractors, and vendors to ensure strict adherence to company formats and deadlines. Collaborate with Project Contract Engineers/Managers to verify and validate contractor invoices in accordance with contract terms.

  • ERP & Requisition-to-Pay Administration: Utilize company ERP tools to administer work orders, purchase requisitions (PR), purchase orders (PO), variation order realignments, and service entries. Liaise with budget holders, Supply Chain Management, and TBG Project Finance focal points to manage purchase order expediting, vendor invoice processing, monthly accruals, and final commitment closeout activities.

  • Data Management & Management System Compliance: Maintain an organized, transparent, and easily retrievable digital and hard-copy cost tracking system in coordination with Document Controllers and Information Management Specialists. Ensure full adherence to ISO standards (ISO 9001, ISO 14001, OHSAS 18001, ISO 27001) regarding quality, environmental safety, occupational health, and information security management systems.

To Succeed in this Role, we need someone who:

  • Demonstrates sharp analytical skills to evaluate complex cost profiles, pinpoint budget variance causes, and produce accurate cost forecasts.

  • Communicates and collaborates effectively across cross-functional teams, internal management, suppliers, contractors, and external consultants.

  • Exhibits high attention to detail in tracking accruals, expediting purchase orders, and enforcing rigorous document control procedures.

  • Shows proactive ownership in mitigating cost risks and managing scope/budget changes to keep capital brownfield projects within approved baselines.

What You Will Need:

Education & Experience:

  • Education: Bachelor’s degree with an Engineering background.

  • Professional Experience: At least 5 years of professional experience in a cost management or cost control capacity.

  • Project Experience: At least 1 to 3 years of hands-on project experience; background in cost engineering or cost control within the energy or power sector is preferred.

  • License: Professional engineering license is welcome, but none required.

Technical / Functional Skills:

  • ERP & Systems: Solid working knowledge of ERP tools, including the end-to-end Requisition-to-Pay process, work orders, service entry administration, and module integration.

  • Cost Engineering & Controls: Proficiency in project development and execution controls, basic cost modeling, spend curve generation, variance analysis, and management of change.

  • Contract Administration: Working knowledge of contract management practices, general framework agreements, and contractor invoice verification.

  • Tools & Software: Strong computer skills in spreadsheets, word processing, presentations, and electronic document management systems (EDMS).
