Description
Quantum Sky is seeking a Business Development & Growth professional responsible for driving revenue across two complementary markets: federal government customers and B2B opportunities as a subcontractor/partner.
This role will own the full business-development lifecycle—from identifying and qualifying opportunities through developing relationships, shaping requirements, building partnerships, and supporting capture and proposal activities. The ideal candidate understands the federal cybersecurity and compliance ecosystem, including FedRAMP, ATO/RMF, federal contracting, and GRC, and can translate those capabilities into compelling customer and partner opportunities.
The role is particularly focused on growing sales of cybersecurity products and managed services into the federal market while building a strong pipeline of B2B subcontracting opportunities through Federal System Integrators (FSIs).
Responsibilities:
Federal Business Development
- Identify, qualify, and develop new federal government opportunities for cybersecurity products and managed services.
- Develop relationships with CIOs, CISOs, security leaders, program managers, contracting organizations, and Authorizing Officials.
- Identify agencies and programs where FedRAMP, ATO/RMF modernization, continuous monitoring, GRC, cybersecurity, and compliance capabilities address an existing need.
- Monitor SAM.gov, agency procurement forecasts, RFIs, RFPs, IDIQs, BPAs, GWACs, and other federal acquisition vehicles to identify opportunities.
- Develop and maintain an actionable federal pipeline from early-stage opportunity through award.
- Support opportunity shaping by engaging customers early and helping position solutions around mission requirements.
- Coordinate with technical, security, compliance, contracts, and delivery teams to develop customer-specific solutions.
FedRAMP / ATO / RMF Growth
- Leverage working knowledge of FedRAMP, FISMA, NIST RMF, ATO processes, security control assessments, continuous monitoring, and GRC to engage customers credibly.
- Identify opportunities where organizations require assistance obtaining, maintaining, or modernizing an ATO.
- Understand the roles of System Owners, ISSOs, CISOs, Authorizing Officials, 3PAOs, CSPs, and system integrators within the federal authorization ecosystem.
- Position managed services and technology solutions to address compliance, authorization, cybersecurity, and continuous monitoring requirements.
- Translate complex technical and compliance capabilities into clear business value for executive and government audiences.
B2B / Subcontractor Growth
- Identify B2B opportunities where the company can participate as a subcontractor, technology partner, or specialized cybersecurity/compliance provider.
- Develop relationships with Federal System Integrators (FSIs), primes, cloud providers, cybersecurity companies, and technology partners.
- Identify upcoming prime-contract opportunities where our capabilities can fill a technical or compliance gap.
- Build relationships with capture and business-development organizations at major federal contractors.
- Establish repeatable partner channels rather than relying solely on direct federal opportunities.
- Identify opportunities to become a preferred or strategic partner for FSIs.
Partnership Development
- Build and manage strategic partnerships with federal system integrators and technology companies.
- Identify complementary capabilities that can expand our addressable market.
- Coordinate executive-level meetings and develop relationships across partner organizations.
- Track partner-generated pipeline and establish measurable revenue objectives.
Qualifications
Required:
- Experience in federal government business development, sales, capture, or account management.
- Working knowledge of FedRAMP and the federal ATO/RMF process.
- Understanding of federal acquisition and contracting processes.
- Demonstrated ability to identify and qualify federal opportunities.
- Experience developing relationships with federal agencies and federal system integrators.
- Strong understanding of cybersecurity, cloud, GRC, compliance, or related technology/services.
- Demonstrated ability to build and manage a pipeline.
- Strong written, verbal, presentation, and executive communication skills.
- Ability to operate independently while coordinating closely with technical and delivery teams.
- Experience selling into both FedCiv and DoD/IC markets.
Desired:
- Existing relationships with Federal System Integrators, federal agencies, or technology partners.
- Experience selling managed cybersecurity services, GRC, compliance, cloud security, or SaaS solutions.
- Experience with FedRAMP, FISMA, NIST RMF, CMMC, or DoD authorization processes.
- Experience supporting capture, proposals, RFIs, RFPs, and technical demonstrations.

Compensation:
- Compensation is unique to each candidate and relative to the skills and experience they bring to the position. The salary range for this position is typically between $150,000-$160,000 + commission. This does not guarantee a specific salary as compensation is based upon multiple factors such as education, experience, certifications, and other requirements, and may fall outside of the above-stated range.
