About the Client & Opportunity Our client is a prominent NSW Government state-owned corporation responsible for delivering essential water, infrastructure, and environmental services to millions of customers across Greater Sydney. Dedicated to agility, sustainability, and innovation, the organization is embarking on a significant enterprise transformation to modernize its asset management capability.
We are seeking a highly accomplished, business-focused Program Manager to lead the initial shaping phase of this critical transformation. Positioned within the Finance & Commercial group, this is strictly a business-side leadership role—not an IT delivery position. Your primary focus will be defining the broader transformation roadmap (across people, process, and data) and establishing the business readiness pathway for an enterprise-wide asset management upgrade.
The Ideal Candidate: Cultural Fit & Leadership Cultural fit is the absolute main focus for this appointment. We are looking for a highly confident, adaptable, and emotionally intelligent leader who can seamlessly partner with the business. You must be comfortable stepping into complex environments, engaging directly with senior executives, and using your strong interpersonal skills to influence key stakeholders and drive consensus.
Key Accountabilities
- Strategic Leadership & Business Partnering: Act as a trusted advisor to senior executives and leadership teams, translating strategic blueprints into actionable, staged transformation plans.
- Complex Program Governance: Direct a cross-functional team of project professionals, driving program governance, resource coordination, and delivery under an Executive Program Board.
- Stakeholder Influence & Alignment: Confidently engage, negotiate, and partner with diverse stakeholders across engineering, operations, and finance to challenge assumptions, resolve risks, and champion the business vision.
- Business Case Development: Lead the formulation of robust business cases, benefit realization frameworks, and future investment sequencing, presenting clear, evidence-informed options to the board.
- Business Readiness & Change: Establish the core business readiness pathway for a major systems upgrade (Maximo), ensuring alignment across interdependencies, risks, and functional requirements.
- Cultural Integration: Drive change management strategies that embed new ways of working, ensuring sustainable business adoption and value realization.
Candidate Profile & Experience
- Business Transformation Expertise: 10+ years of professional experience leading complex, large-scale enterprise transformation or business solution programs (strictly from the business side, not IT).
- Executive Communication: Exceptional skill in writing high-level business cases, board papers, and confidently presenting to C-suite leaders and formal assurance reviewers.
- Strategic Influencer: A proven track record of business partnering, with the confidence to challenge the status quo and influence key decision-makers.
- Highly Desirable Industry Context: Experience in asset-intensive or construction environments (e.g., pipelines, water infrastructure, or similar large-scale capital projects) is highly regarded, though not mandatory.
- Qualifications: Tertiary qualifications combined with recognized Program Management certifications (e.g., PgPM, MSP, PMP).
Essential Selection Criteria
- Business-Side Program Leadership: Demonstrated track record of managing high-profile, complex business transformation programs (non-IT).
- Executive Engagement & Cultural Fit: Exceptional stakeholder engagement skills, with a proven ability to confidently influence and partner with Executive Boards, Steering Committees, and senior leadership teams.
- Strategic Direction & Roadmapping: Proven ability to translate holistic transformation blueprints into executable business roadmaps encompassing people, process, and data.
- Business Case Excellence: Superior business case writing and board-level communication skills, with experience preparing transparent investment cases.
- Change Leadership: Demonstrated capability in driving organizational change, cultural adoption, and transition to target operating models.
- Industry Experience (Bonus): While not essential, candidates with background in large-scale infrastructure, water, or capital project environments will be highly regarded. Familiarity with business readiness for Maximo (or similar platforms) is an added advantage.
