Harlow is a district of contrasts and an ideal location to both live and work. The town itself is thriving, with excellent shopping and leisure facilities for all ages. We have good road links to the M11 and M25 and excellent rail connections to London and Stansted Airport, just 35 minutes and 20 minutes away from Harlow respectively.

We're looking for a practical and experienced Business Transformation Project Manager to help improve and strengthen our housing compliance services.

This role is all about taking ideas, plans and ambitions and turning them into real, measurable improvements. You'll work across our six key compliance areas, helping to put the right foundations, processes, controls and quality assurance in place to ensure services remain safe, compliant and resident focused.

Working closely with managers, operational teams, contractors and senior leaders, you'll drive projects from start to finish, making sure change is delivered effectively and embedded into day-to-day operations.

What You'll Be Doing

  • Leading improvement projects across our six compliance workstreams.
  • Turning strategic plans into practical actions and deliverable outcomes.
  • Developing strong quality assurance and audit processes.
  • Building clear governance, reporting and performance frameworks.
  • Working with teams to improve compliance performance and data quality.
  • Managing project plans, risks, actions and milestones.
  • Engaging with a wide range of stakeholders and partners.
  • Identifying opportunities to improve efficiency, consistency and customer outcomes.
  • Supporting the organisation's commitment to resident safety and regulatory compliance.

What We're Looking For

  • Strong project management and programme delivery experience.
  • A track record of delivering change and service improvement.
  • Excellent stakeholder management and communication skills.
  • Experience working within social housing, local authority or property services.
  • Good understanding of compliance and regulatory requirements.
  • Construction, repairs or property maintenance experience would be beneficial.
  • Someone who can bring people together, solve problems and deliver results.

What Success Looks Like

  • Strong quality assurance processes embedded across compliance services.
  • Improved performance, reporting and oversight.
  • Better consistency and confidence in compliance data.
  • Clear governance and accountability across all workstreams.
  • Sustainable improvements that make a real difference for residents.

If you're someone who can build strong foundations, bring structure to complex projects and turn vision into reality, we'd love to hear from you.
