Job Description
This role leads purchasing operations with a primary focus on Printed Circuit Assembly (PCA) procurement, supplier qualification, and part transfer management within an instrumentation manufacturing environment. You ensure timely, cost-effective acquisition of materials, components, and services while actively managing PCA vendor relationships, identifying alternative and replacement sources, and driving part transfer activities from initial sourcing through full approval. You collaborate closely with Planning, Inventory Control, Engineering, and Quality teams to support production continuity, strengthen supply chain resilience, and maintain accurate purchasing data in ERP/MRP systems.
Responsibilities
- Process purchase requisitions and create purchase orders in alignment with MRP outputs and manual requirements.
- Manage supplier relationships, including pricing negotiations, delivery commitments, and ongoing performance communication.
- Monitor, track, and expedite open purchase orders to ensure on-time delivery and support production schedules.
- Drive purchase price variance reduction through effective negotiations, alternative sourcing strategies, and MOQ optimization.
- Optimize minimum order quantities to reduce the cost of small buys while maintaining supply reliability.
- Coordinate with Quality to address supplier corrective actions (SCARs) and ensure timely resolution of issues.
- Maintain accurate lead times, pricing, and supplier data within ERP/MRP systems to support planning and reporting.
- Process RMAs and supplier returns, ensuring appropriate documentation and timely closure.
- Support new product introduction by sourcing electronic and mechanical components and aligning procurement with engineering requirements.
- Report on open purchase order status, past-due orders, and supplier performance metrics to stakeholders.
- Apply deep understanding of PCA purchasing requirements, processes, and documentation, including purchase order structure, change management, and compliance specific to PCAs.
- Independently identify, evaluate, and qualify new PCA vendors, assessing capabilities and ensuring they meet technical, quality, and delivery expectations.
- Manage the full lifecycle of part transfers between suppliers, from identifying alternative or replacement sources through final approval.
- Coordinate with Engineering and Quality to update approved vendor lists (AVL), manage sample submissions, and oversee first article inspections and supplier qualification documentation.
- Support development and maintenance of an AVL for PCA components, including identifying acceptable alternates and driving cross-functional approval.
- Identify cost reduction opportunities and supply chain risks within the PCA supply base, such as single-source exposure, long lead times, and component obsolescence.
- Mitigate supply chain risk through dual sourcing strategies, proactive transfer activities, and close collaboration with internal stakeholders.
- Work closely with Planning, Inventory Control, Engineering, and Quality to ensure production continuity and robust supply chain performance.
- Independently manage multiple priorities and purchasing activities with minimal supervision, maintaining strong follow-up and organizational discipline.
Essential Skills
- 6+ years of purchasing or procurement experience in a manufacturing environment.
- Demonstrated experience with Printed Circuit Assembly (PCA) purchasing processes, requirements, and documentation.
- Proven track record of identifying, vetting, and qualifying new vendors, particularly PCA suppliers.
- Hands-on experience transferring parts between suppliers, managing the full transition process from sourcing through approval.
- ERP/MRP system experience, including purchase order management and requisition processing.
- Strong supplier negotiation skills and vendor relationship management experience.
- Understanding of electronic and mechanical component sourcing in an instrumentation manufacturing context.
- Familiarity with Approved Vendor List (AVL) management and vendor qualification processes.
- Ability to work independently and manage multiple priorities with minimal supervision.
- Strong organizational, follow-up, and documentation skills.
Additional Skills and Qualifications
- Experience in high-mix, low-volume (HMLV) or build-to-order manufacturing procurement.
- APICS or ISM certification.
- Experience with international sourcing and logistics.
- Cost analysis and should-cost modeling skills.
- Familiarity with first article inspection (FAI) and supplier qualification documentation.
- Experience collaborating with engineering teams on component obsolescence and end-of-life (EOL) transitions.
- Experience in instrumentation manufacturing and related procurement strategies.
- Comfort working cross-functionally with Planning, Inventory Control, Engineering, and Quality teams.
Work Environment
This role is based in Beaverton, Oregon, within an instrumentation manufacturing facility that operates on a hybrid schedule with at least three days per week in the office. You work closely with cross-functional teams and rely heavily on ERP/MRP systems for purchase order management, requisition processing, and data accuracy. The environment is detail-oriented and process-driven, with regular interaction across Planning, Inventory Control, Engineering, and Quality functions to support PCA procurement and broader supply chain activities. Dress code expectations align with a professional office and manufacturing setting, balancing office work with occasional engagement on the production floor.

Pay and BenefitsThe pay range for this position is $40.00 - $55.00/hr.
