Call for Expression of Interest: Consultancy Roster

Company Description Halton Health Development Foundation (Halton Health) is a Nigeria-based organization founded by global public health experts to advance health, innovation, and public health service delivery. Established in 2021 and formally registered with the Nigeria Corporate Affairs Commission (CAC) in 2024. The foundation works closely with the Health Systems Transformation and Research Initiative (HSTRI) LTD/GTE, a consulting firm registered with CAC. Through this collaboration, Halton Health delivers high-impact health interventions and research-driven solutions across diverse public health domains.

Our vision is to bridge the gap between knowledge and action to achieve better health outcomes. We work across health systems strengthening, health systems research, maternal and child health, and nutrition, partnering with governments, development partners and communities in Nigeria and across the continent.

Role Description This Call for Expression of Interest aims to establish a consultancy roster of qualified experts to support Halton Health’s projects on an as-needed basis. This is a remote, contract role, and consultants may be engaged periodically for short- or medium-term assignments depending on project needs. Day-to-day tasks may include designing and implementing public health and health systems research, providing technical advice on program design and evaluation, developing analytical reports and policy briefs, and contributing to proposal writing and resource mobilization. Consultants may also support data analysis, monitoring and evaluation frameworks, stakeholder engagement, and capacity-building activities for partner organizations and government entities. Assignments and deliverables will be defined in individual consultancy contracts, with clear timelines and performance expectations.

Areas of Expertise :

We invite applications from experienced professionals in the following five categories. Applicants may indicate more than one category where relevant.

Health Financing

Consultants with demonstrated experience in one or more of the following:

· Health financing assessments, landscape analyses and scoping studies at national and sub-national levels

· Design, and operationalisation of social health insurance schemes and other risk protection mechanisms

· Domestic resource mobilisation, sustainability planning and transition financing

· Public financial management in the health sector, budget analysis, tracking and advocacy

· Strategic purchasing, provider payment mechanisms and benefit package design

· Costing, cost-effectiveness and investment case development

· Integration of vertical disease programmes (e.g. HIV, TB, malaria) into health insurance benefit packages

· Policy analysis and Policy development

Human Resources for Health

Consultants with demonstrated experience in one or more of the following:

· Health labour market analysis and health workforce planning

· National Health Workforce Accounts (NHWA) implementation and health workforce registries

· HRH policy, strategy and investment case development

· Task-shifting and task-sharing policy development and implementation

· Health workforce information systems and data quality

RMNCAH+N

Consultants with demonstrated experience in one or more of the following:

· Reproductive, maternal, newborn, child and adolescent health programming

· Family planning, sexual and reproductive health and rights, and adolescent health

· Nutrition policy, strategy and programming, including maternal and child nutrition, micronutrient deficiency and food security

· Quality of care improvement for maternal and newborn services

· Community health interventions and demand generation

· RMNCAH+N financing, costing and integration into primary health care platforms

· Development of national and sub-national RMNCAH+N policies, strategies and guidelines

Qualitative and Quantitative Research

Consultants with a strong research profile and a substantive background in health financing, HRH or RMNCAH+N. Experience should include one or more of the following:

· Study design, protocol development and ethical approval processes (national and institutional IRBs)

· Qualitative methods: key informant interviews, focus group discussions, in-depth interviews, thematic and framework analysis, and use of NVivo or similar applications

· Quantitative methods: survey design and sampling, health facility assessments, econometric and statistical analysis, and use of Stata, R, or SPSS.

· Mixed-methods and implementation research

· Systematic and scoping reviews, evidence synthesis and policy analysis

· Data collection tool development, enumerator training and field supervision

· Scientific writing, peer-reviewed publication and development of policy briefs and position papers

Monitoring and Evaluation

Consultants with demonstrated experience in one or more of the following:

· Design of M&E frameworks, theories of change, logframes and results frameworks

· Indicator development, performance measurement and data quality assessment

· Baseline, midline, endline and process evaluations

· Programme evaluation using OECD-DAC criteria and other recognised evaluation approaches

· Routine health information systems (e.g. DHIS2), data use for decision-making and data visualisation

· MEL (monitoring, evaluation and learning) plans for donor-funded programmes

· Development of dashboards, scorecards and performance reports

Qualifications

All applicants, regardless of category, must meet the following minimum requirements:

A Masters degree in a relevant field including but not limited to public health, health economics, health systems management, health policy, nutrition and dietetics, epidemiology, biostatistics, demography, statistics, development studies, health informatics or a related discipline. A PhD or other doctoral qualification is an added advantage.

A minimum of five (5) years' relevant professional experience in the applicant's area of expertise, gained in Nigeria and/or other African countries.

Demonstrated experience working with government institutions, development partners, multilateral or bilateral agencies, foundations, or research institutions.

Strong analytical, report writing and presentation skills in English.

Proven ability to deliver high-quality outputs to deadline and to work independently and remotely.

Desirable

· Publications in peer-reviewed journals or authorship of national policy or strategy documents

· Experience across multiple African countries

· Familiarity with donor requirements (e.g. WHO, World Bank, Global Fund, USAID, FCDO, BMGF, Gavi, UN agencies)

· Professional certifications relevant to the area of expertise
