As part of our ongoing growth and expansion, we are seeking a dynamic and experienced Capture Manager to join our growing team. The Capture Manager will play a critical role in positioning Lynker for sustained growth by identifying, shaping, qualifying, and capturing high-value opportunities aligned with the company’s technical capabilities and strategic expansion objectives. This is a hands-on capture role for an experienced Federal market professional who combines disciplined capture execution with established customer and industry relationships and actionable market intelligence. The successful candidate will bring demonstrated knowledge, relationships, and market insight within one or more of Lynker’s priority expansion markets, including the Department of Defense/Department of War (DoD/DoW), Department of Homeland Security (DHS), Department of Energy (DOE), Department of Interior (DOI), Federal Aviation Administration (FAA), or adjacent Federal markets that align with Lynker’s capabilities in science, engineering, technology, environmental services, data, and mission-critical IT.
Responsibilities
Duties of the Capture Manager will include the following:
Key Responsibilities
Capture Management and Execution
- Lead assigned capture efforts from early opportunity identification and qualification through proposal submission, award, and transition.
- Develop and execute comprehensive capture plans, including customer engagement, competitive assessment, win strategy, teaming, solution development, pricing strategy, and positioning.
- Translate customer mission requirements, acquisition priorities, and competitive intelligence into differentiated win strategies and value propositions.
- Lead opportunity qualification and gate reviews and make fact-based bid/no-bid recommendations to growth and executive leadership.
- Maintain capture schedules, action plans, call plans, competitive assessments, and other capture artifacts necessary to maintain pursuit discipline and accountability.
- Work closely with proposal leadership to ensure effective transition from capture through proposal development and submission.
- Maintain CRM/Pipeline tool for information sharing and capture updates.
Market Development and Customer Engagement
- Develop and maintain relationships with government customers, industry partners, incumbent contractors, and other stakeholders within assigned markets.
- Provide actionable insight into agency missions, budgets, acquisition strategies, procurement trends, incumbents, competitors, and emerging requirements.
- Identify opportunities before formal solicitation and develop customer engagement and shaping strategies that improve Lynker’s competitive position.
- Identify adjacent opportunities where Lynker’s existing technical capabilities and past performance can be effectively transferred into new customers and mission environments.
- Represent Lynker at industry events, customer engagements, conferences, and other market-development activities as appropriate.
Opportunity Qualification and Pipeline Development
- Identify, assess, and qualify new opportunities consistent with Lynker’s strategic growth priorities.
- Develop a qualified pipeline within assigned markets with realistic probability-of-win assessments, acquisition timelines, competitive intelligence, and next actions.
- Distinguish actionable opportunities from speculative pipeline and focus capture resources on pursuits where Lynker can establish a credible path to win.
- Support annual and multi-year market planning by identifying acquisition trends, upcoming recompetes, new programs, and potential white-space opportunities.
Teaming and Competitive Positioning
- Identify and develop relationships with strategic teaming partners that strengthen Lynker’s capabilities, past performance, customer access, or competitive position.
- Develop teaming strategies appropriate to each pursuit, including prime/subcontractor relationships, joint ventures, mentor-protégé arrangements, and other strategic partnerships where appropriate.
- Conduct competitive assessments of incumbents and likely bidders and identify discriminators, vulnerabilities, and potential teaming opportunities.
- Support positioning on relevant GWACs, BPAs, IDIQs, OTAs, and other contract vehicles that provide access to Lynker’s target markets.
Internal Collaboration
- Partner with the CGO, Business Unit Leaders, Proposal Team, technical SMEs, and executive leadership to align capture strategy with Lynker’s operational capabilities and strategic priorities.
- Engage technical and operational personnel early enough in the capture lifecycle to develop credible, differentiated solutions.
- Participate in structured capture reviews and contribute to continuous improvement of Lynker’s business development and capture processes.
- Provide concise reporting on capture status, customer intelligence, competitive positioning, risks, next actions, and probability of win.
Qualifications
The Capture Manager selected should have the following qualifications:
- 7+ years of progressively responsible Federal business development, capture management, account management, or related experience, including substantial direct responsibility for competitive captures.
- Demonstrated success leading or materially contributing to the capture and award of Federal contracts in the $30-100M+ range.
- Established customer, industry, and partner relationships and strong market knowledge within at least one of the following:
- Department of Defense/Department of War (DoD/DoW)
- Department of Homeland Security (DHS)
- Department of Energy (DOE)
- Department of Interior (DOI)
- Federal Aviation Administration (FAA)
- Other Federal markets directly aligned with Lynker’s strategic expansion objectives
- Demonstrated ability to develop actionable customer and competitive intelligence rather than relying solely on publicly available procurement information.
- Experience shaping opportunities prior to solicitation release.
- Strong understanding of Federal acquisition processes, including FAR/DFARS environments, OTAs, competitive procurements, IDIQs, GWACs, BPAs, and task-order competitions.
- Experience developing capture plans, win strategies, competitive assessments, customer engagement plans, teaming strategies, and value propositions.
- Ability to lead cross-functional teams without direct organizational authority.
- Strong written, verbal, interpersonal, and executive communication skills.
- Ability to operate independently while maintaining disciplined coordination with corporate growth and operational leadership.
- Bachelor’s degree or equivalent combination of education and relevant experience.
The Ideal Capture Manager will have the following:
- Established relationships and demonstrated market knowledge across two or more Lynker priority expansion markets.
- Experience capturing science, engineering, environmental, data, AI/ML, cloud/HPC, cybersecurity, software development, or mission-critical IT programs.
- Experience working within a growing small or mid-tier Federal contractor where capture managers are expected to personally execute capture activities rather than primarily oversee them.
- Demonstrated experience converting customer relationships and market intelligence into qualified opportunities and contract awards.
- Experience developing new agency accounts or expanding an organization beyond its traditional customer base.
- Shipley capture training, Certified Capture Manager/Professional credentials, or equivalent formal capture methodology experience.
- Experience with Technomile CRM, MS SharePoint, and GOVWIN IQ.
Success Measures
Success in this role will be measured by the quality and maturity of the opportunities developed and captured, not by gross pipeline volume. Key indicators include:
- Development of a credible, qualified pipeline within assigned expansion markets.
- Increased customer access and meaningful engagement with decision-makers, program stakeholders, and acquisition personnel.
- Identification and shaping of opportunities prior to solicitation release.
- Achievement of capture milestones and disciplined advancement through Lynker’s gate-review process.
- Improved competitive positioning and probability of win on assigned pursuits.
- Development of strategic teaming relationships that materially improve Lynker’s competitive position.
- Contract wins and expansion into new agencies, mission areas, and contract vehicles.
Salary range is commensurate with experience, market relationships, demonstrated capture success, and depth of knowledge within Lynker’s priority expansion markets. Exceptional candidates with a particularly strong customer network, demonstrated recent wins, and the ability to immediately establish Lynker within a priority market may warrant consideration above the stated range. The position should also be eligible for performance-based incentive compensation tied to individual and corporate growth objectives.
