About Black & Veatch

Black & Veatch is a global engineering, procurement, consulting and construction company, building critical human infrastructure in energy, water, telecommunications and government services. Our energy teams deliver projects that power communities and support the transition to net zero, with safety at the heart of everything we design and build.

The Role

We are looking for an experienced CDM Advisor to join our Energy team in Glasgow. You will help Black & Veatch, our clients and our supply chain meet their duties under the Construction (Design and Management) Regulations 2015 across the full project lifecycle – from early design and feasibility through construction, commissioning and handover – on projects including substations, overhead lines, grid connections, battery storage, solar, wind and thermal generation.

What We Offer

• Competitive salary and benefits package.
• Full support and funding for professional development, including APS or IOSH chartership.
• Flexible and hybrid working from our Glasgow office where projects allow.
• Pension scheme, private medical cover and life assurance.
• Professional membership fees paid.
• The chance to work on major energy projects shaping the UK's future.

Key Responsibilities

• Advise project teams, clients and designers on their duties under CDM 2015, including Principal Designer and Principal Contractor roles.
• Support or carry out the Principal Designer role, coordinating health and safety during the pre-construction phase.
• Lead and facilitate design risk management, including design risk reviews, HAZID workshops and designer risk assessments.
• Ensure designers eliminate, reduce or control foreseeable risks in construction, maintenance, operation and decommissioning.
• Prepare, review and manage Pre-Construction Information (PCI) packs.
• Review Construction Phase Plans for suitability before work starts.
• Develop, compile and hand over the Health and Safety File.
• Assess duty holder competence and resourcing, including during supply chain selection.
• Carry out site visits, inspections and audits to check compliance and drive improvement.
• Prepare F10 notifications and ensure they are submitted to the HSE where required.
• Deliver CDM briefings, toolbox talks and training to engineering and project staff.
• Support incident investigations and share lessons learned across projects.
• Keep up to date with legislation, HSE guidance and best practice, and help develop company CDM procedures.
• Build strong relationships with clients, contractors, designers and internal stakeholders.

Essential Skills, Experience & Knowledge

• Significant (typically suited to professionals with 5 years' experience) in a CDM, construction health and safety, and design risk management role.
• Thorough working knowledge of CDM 2015 and related UK health and safety legislation.
• NEBOSH Construction Certificate or NEBOSH General Certificate (or equivalent).
• Ability to read and challenge design documents.
• Strong communication skills, with the confidence to influence senior stakeholders and technical teams.
• Excellent report writing and organisational skills.
• Full UK driving licence and willingness to travel to project sites across Scotland and the UK.

All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Preferred Skills, Experience and Knowledge

• Working towards Certified Membership of the Association for Project Safety (CMaPS) – strongly preferred.
• Alternatively, working towards Chartered Membership of IOSH (CMIOSH).
• NEBOSH Diploma or a degree in Occupational Health and Safety, Engineering or a related discipline.
• Experience on high-voltage electrical, substation or renewable energy projects.
• Experience of the Principal Designer role on complex, multi-discipline projects.
• Knowledge of related regulations such as the Electricity at Work Regulations, COMAH or DSEAR.
