Position: Chief Technology Officer (CTO)
Location: Louisville, KY (preferred) – open to remote candidates with ability to travel (estimated 25 to 50%)
Shift: Primarily first, estimated to average 45 to 50 hours per week, ability to support after-hours escalation and project demands as needed
Mission: The Chief Technology Officer is an executive leader and player-coach who develops and executes the technology strategy in alignment with Strategic’s business goals, with an emphasis on enhancing the internal and external customer experience. This multifaceted role oversees organizational hardware, software, data, and networks, as well as the development and delivery of client technology solutions.
Required Education and Must Have Experience:
- Bachelor’s degree in computer science, engineering, or a related field required; Master’s degree or advanced technical certifications preferred.
- 10+ years of related experience with at least 5 years in an executive, senior leadership, or managerial position
- Prior experience creating operation playbooks for solution teams
- Deep understanding of systems architecture, cloud infrastructure, artificial intelligence tools like virtual assistants, coding tools and image generation software to perform tasks such as generating content, analyzing data, or automating processes, cybersecurity governance, policies, framework and risk management
- Prior experience managing 15+ direct reports and 20+ team members indirectly
- Ten years’ experience planning, designing, managing, and deploying solutions encompassing technological vision, assessment of existing infrastructure, optimization of workflows, integration of new tools and replacement of old tools for data export and workflow adoption, governance and risk assessments for enterprise or public sector entities
Key Responsibilities:
- Daily managerial oversight of all technical staff, including recruitment, training, professional development and operations, ensuring high performance and innovation, while making sure all processes follow regulatory requirements
- Management of technology budget, liaising with internal parties and external partners as needed
- Researching and recommending new systems and technologies as required, as well as helping guide strategic business decisions and developing long-term strategies, technology vision and architecture roadmap
- Driving the adoption of new technologies and managing the implementation of technology solutions
- Working closely with executive leadership to align technology with business goals
- Ensuring the security of software and infrastructure, implementing best practices for data protection; Partnering with the IT/Security lead to ensure the corporate network strictly adheres to CMMC (Cybersecurity Maturity Model Certification) and NIST SP 800-171
- Experience migrating legacy federal systems to secure cloud infrastructures (such as AWS GovCloud or Microsoft Azure Government)
- A proven ability to responsibly integrate artificial intelligence (AI), machine learning, and big data into solutions while maintaining strict compliance
- Acting as the central link between engineering teams, non-technical stakeholders, and agency leadership to translate complex technical jargon into clear mission outcomes
- Creation of operational and service delivery playbooks and framework to deploy Strategic’s go-to-market solutions.
Preferred Education and Experience:
- Familiarity working with public sector entities, state and local government, education (SLED) and federal acquisition regulations (FARs)
- Practical experience architecting systems that adhere to rigid security frameworks, including Federal Risk and Authorization Management Program (FedRAMP), NIST SP 800-171, CMMC (Cybersecurity Maturity Model Certification)
- Amazon Web Services (AWS) Professional level certification
- Google Cloud Professional level certification
- Certified Information Systems Security Professional (CISSP) or Certified Information Security Manager (CISM)
- Project Management Professional (PMP) or Certified in the Governance of Enterprise IT (CGEIT)

Physical Requirements:
Work is generally sedentary in nature but may require standing and walking for up to 20% of the time. The work environment is generally favorable. Lighting and temperature are reasonable. Work is generally performed within an office environment, with standard office equipment available.
