Job Description - Child Care and Early Learning Business Analyst (Telework) (822842) Job Description Child Care and Early Learning Business Analyst (Telework) - ( 822842 ) Description TWC is looking for two experienced Business Analysts to join our Child Care Program Policy team with the Child Care & Early Learning (CC&EL) division! The successful candidate has knowledge and skills in project management and complex business analysis. The successful candidate has exceptional written communication skills. The position reports to the Director of CC&EL Program Policy & Quality Initiatives and takes direction from the Early Childhood Data & Systems Team Lead. Who We Are: TWC connects people with careers all over the state. While we are headquartered on the north lawn of the Texas State Capitol in Austin, we have offices statewide. TWC is also the state’s lead agency for the federal Child Care & Development Block Grant and administers the Child Care & Development Fund (CCDF) in partnership with local Workforce Development Boards and the Health & Human Services Commission’s Child Care Regulation Division. The CC&EL Program Policy team oversees the implementation of the state’s child care assistance program, develops policy and guidance, analyzes legislation, and supports statewide child care and early learning initiatives. One position supports the Texas Preschool Development Grant Birth through Five (PDG B-5) three year renewal grant. The second position supports ongoing CC&EL data and system projects. These positions are telework/work-from-home roles, but you will be required to attend some in-person meetings in Austin. Additional travel may be required. You must live in or be willing to relocate to Texas to be considered for this position. The ideal candidate will have a secure, dedicated workspace with Internet service, ability to maintain a reliable and consistent work schedule, and availability for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours. What You’ll Do: The Child Care and Early Learning Business Analysts (IT Business Analyst II-III) will perform complex advanced (senior-level) analysis and consultative services. Work involves coordinating internal and external project and grant activities and providing consultative services and technical assistance to program staff, government agencies, community organizations, and the general public. You may serve as a team lead, providing direction to others. You will work under general to minimal supervision, with moderate to considerable latitude for the use of initiative and independent judgment. General Duties: -Plans, gathers, and analyzes business requirements, prepares and executes fit gap analysis, and develops software specifications, complex test scenarios and test plans in cooperation with business and technical groups. -Analyzes program policies and procedures to determine their effect on automated systems and system functional areas. -Identifies opportunities for improving business processes through automation and assists in the preparation of proposals to develop new systems. -Coordinates with IT and business staff in the development and execution of complex project deliverables such as project charters, design documentation, test plans, and risk assessment plans. -Supports major projects, including a website expansion and cross-agency integrated system planning, keeping management abreast of progress, issues, and risks. -Meets and collaborates regularly with internal staff, contractors, and inter-agency stakeholders to support project and grant activities. -Coordinates projects that cross functional agency systems and other state entities that require coordinating, planning, and scheduling during project development and implementation stages. -Performs related duties as needed. What You Need to Get Hired: -IT Business Analyst II: Graduation from an accredited four-year college or university with major coursework in business administration, computer science, management information systems, or a related field plus two years of full-time experience in business administration, business analysis and/or related fields. -IT Business Analyst III: Graduation from an accredited four-year college or university with major coursework in business administration, computer science, management information systems, or a related field plus three years of full-time experience in business administration, business analysis and/or related fields. -Both Levels: One year of full-time qualifying experience may be substituted for each year (30 semester hours) of education. Other Things We’ll be Looking For: -Experience implementing federal or state information technology projects. -Knowledge of data governance processes, oversight, and management. -Knowledge of child development and early childhood education. -Excellent writing skills and the ability to communicate effectively with a variety of audiences. -Attention to detail and an enthusiasm for producing high quality work products. -Ability to compile, review, analyze, and visualize data. -Ability to work independently with minimal supervision and meet tight deadlines. -Ability to work effectively as a member of a team. -Master’s degree with course work in computer science, computer information systems, management information systems, or a related field.
