Job Overview

The Closeout Acquisition Specialist will provide full-spectrum acquisition and procurement support for a federal agency managing global development programs. This includes end-to-end lifecycle management across pre-award, award, and post-award phases, in strict compliance with FAR, AIDAR, and agency-specific policy. The role requires both hands-on execution and strategic advisory capability, working directly with Contracting Officers, CORs, program teams, and international field offices to move procurements from strategy through closeout.

Key Responsibilities

Pre-Award & Solicitation

• Develop acquisition strategies for complex international development programs

• Draft and review SOWs, PWSs, and IGCEs

• Conduct market research to identify qualified vendors, including small businesses and international partners

• Build solicitation packages (RFPs, RFQs, RFIs) aligned to agency mission requirements

Acquisition Planning & Strategy

• Provide strategic advisory support on high-value and mission-critical procurements

• Recommend contract types, pricing structures, and evaluation methodologies

• Align procurement strategy with global development program priorities

Proposal Evaluation & Award

• Support technical evaluation panels and source selection processes

• Analyze cost and price proposals for realism, allowability, and reasonableness

• Prepare evaluation documentation and award recommendations

Contract Administration

• Monitor contractor performance against deliverables, KPIs, and SLAs

• Review invoices and manage compliance with contract terms and funding limitations

• Support modifications, extensions, and closeout activities

• Maintain contract files in audit-ready condition

Compliance & Regulatory Oversight

• Ensure adherence to FAR, AIDAR, and agency-specific procurement policies

• Support internal and external audits, including OIG reviews

• Monitor small business utilization goals and socioeconomic procurement requirements

Stakeholder Coordination & Reporting

• Serve as liaison between Contracting Officers, CORs, program teams, and external partners

• Coordinate with international field offices and implementing partners

• Develop dashboards, reports, and leadership briefings on acquisition metrics and procurement timelines

Skills & Experience

Education: Bachelor's degree in Business, Public Administration, Contracting, or a related field. Advanced degree or DAU/FAC-C certification preferred.

Experience:

• Minimum 5 years of progressively responsible experience managing U.S. Government-funded contracts, grants, and/or cooperative agreements, including:

  • At least 3 years of experience conducting cost/price analysis and financial review of budgets

  • At least 1 year of experience working on contract or grant terminations

• Experience supporting international development, global health, or similar federal programs

Core Competencies:

• Deep working knowledge of U.S. Government regulations, including FAR, AIDAR, and 2 CFR 200

• Strong analytical, writing, and communication skills with the ability to produce clear, defensible procurement documentation

• Ability to work independently in both on-site and remote environments

• Capable of quickly assimilating new subject matter, including Government-to-Government agreements, Title II, Interagency Awards, and Public International Organizations

Preferred Qualifications:

• Familiarity with OIG audit processes and internal control frameworks

• Experience presenting procurement findings to senior leadership and cross-functional stakeholders
