About the Role
The Compliance Specialist provides specialized compliance, registration, documentation, and administrative support to Moss Consulting HR Services and their clients. You'll support multiple client accounts under the direction of multiple HR Managers (HRMs), while independently owning the execution, tracking, follow-up, and completion of your assigned compliance work.
You'll work directly with clients, state and federal agencies, insurance brokers, carriers, sureties, general contractors, project administrators, third-party administrators, and other outside parties to make sure required registrations, certificates, filings, forms, reporting, and compliance documentation get completed accurately and on time.
Beyond client work, you'll also be an internal compliance resource for Moss — monitoring regulatory developments, flagging changes that could affect Moss or its clients, maintain internal compliance resources, and help keep the team informed and prepared.
This isn't a transactional, check-the-box role. You'll be expected to understand the requirement, figure out what's needed, run the right process, spot gaps or risks, drive follow-up, document the outcome, and know when to loop in an expert.

What You'll Do
State Registrations & Regulatory Compliance
- Research and complete required state and local business, employer, tax, and payroll registrations on behalf of clients.
- Determine which registrations are required based on client and employee location, business activity, and jurisdiction.
- Prepare, submit, and track registration applications, confirmations, effective dates, and outstanding requirements.
- Follow up with state and local agencies when registrations are delayed or need more information, and coordinate with HRMs to gather anything clients need to provide.
- Own assigned compliance processes from initiation through completion — including proactive deadline tracking and follow-up with every stakeholder.
- Set up and maintain third-party administrator (TPA) access for ongoing reporting, or manage those reporting obligations directly.
- Spot compliance risks or unusual requirements early, and escalate to the HRM with a clear summary of the issue, research completed, potential impact, and recommended next steps.
- Stay current on state and federal compliance changes that could affect Moss or its clients, and share relevant updates.
Insurance, COI & Bond Administration
- Request, obtain, review, and maintain Certificates of Insurance (COIs), endorsements, and other insurance documentation required by clients, contractors, landlords, and other third parties.
- Spot missing, incomplete, or non-compliant documentation and coordinate with brokers, carriers, contractors, and other parties to resolve it.
- Coordinate bonding requirements with clients, brokers, and sureties.
- Track certificates, endorsements, bonds, expiration dates, and outstanding requests in the applicable system, and keep records organized by client.
- Proactively monitor upcoming expirations and requirements rather than waiting on a client or HRM to flag them.
- Escalate anything requiring broker, legal, or other specialized interpretation to the HRM.
Controlled Insurance Program (CIP) Support
- Support administration of Controlled Insurance Programs — OCIP (Owner Controlled), CCIP (Contractor Controlled), and ROCIP (Rolling Owner Controlled).
- Coordinate enrollment documentation, project information, and supporting materials, and track enrollment and compliance status through completion.
- Own audits, payroll reporting, closeout, and other administrative requirements tied to CIP programs.
- Keep detailed, client-separated project records for clean reporting, and flag discrepancies or compliance concerns as they come up.
- Coordinate with HRMs, clients, brokers, contractors, and program administrators on any outstanding requirements.
Client Compliance Administration
- Independently own assigned compliance and administrative work while keeping the HRM in the loop with clear next steps, risks, deadlines, and timelines.
- Maintain compliance calendars, trackers, documentation, and task lists — and stay ahead of deadlines, renewals, and expirations.
- Support workers' compensation, unemployment, payroll tax, and other employer registration processes, including new-state setup when clients expand into additional states.
- Maintain documentation showing required compliance activities are complete, and support audits and compliance reviews as needed.
- Spot recurring issues or inefficiencies and recommend process improvements.
- Handle prevailing wage, Davis-Bacon, certified payroll, and other specialized compliance requirements as they apply to client needs.
Client & Third-Party Communication
- Communicate clearly and confidently with clients, agencies, brokers, carriers, sureties, contractors, TPAs, and other third parties — explaining what's needed, why, and by when.
- When a requirement touches multiple parties, be the one who drives it to completion.
- Document communication, status, next steps, and outstanding items as you go.
- Escalate issues that can't be resolved through standard process, with a summary of the issue, research completed, resolution paths explored, risks, and recommended next steps.
Internal Support
- Serve as Moss's go-to resource for state and federal compliance, registration, insurance, and related research.
- Take ownership of compliance projects assigned by HRMs or leadership.
- Monitor regulatory changes in employment, payroll, tax, registration, and insurance requirements, and assess how they affect Moss and client processes, SOPs, and templates.
- Communicate relevant changes, risks, and required actions clearly to leadership and the team.
- Build and maintain SOPs, checklists, templates, compliance alerts, and state-specific resources.
- Support and educate the Moss team on compliance processes and best practices.
- Periodically review internal and client-facing processes to catch gaps, outdated information, or ways to reduce risk.
- Help standardize processes across Moss and its clients into scalable, repeatable workflows.
- Look for ways to improve efficiency, cut repetitive work, and get ahead of compliance risk.
- Maintain a centralized, current library of compliance resources.
- Support leadership on compliance-related projects, audits, and process improvement.
What You'll Bring
We're looking for someone with:
- 3+ years of experience in HR compliance, insurance administration, business compliance, and/or licensing/registration.
- Proficiency managing COIs, insurance endorsements, and bonding.
- Working knowledge of OCIP, CCIP, ROCIP, or other Controlled Insurance Programs.
- Knowledge of prevailing wage/Davis-Bacon or certified payroll requirements.
- A track record of completing and managing state registrations and/or regulatory filings.
- Experience working with government agencies or third-party administrators.
- Demonstrated ability to request, review, and track complex documentation across multiple stakeholders.
- A working understanding of employer compliance and administrative processes.
- Strong research skills and the ability to interpret requirements from government and regulatory sources.
- Exceptional attention to detail and accuracy.
- Strong follow-up and task-management skills, with the ability to manage competing deadlines.
- Excellent written and verbal communication skills across email, phone, and every kind of relationship — internal, external, client, and government agency.
- Strong judgment about when to resolve an issue independently versus when to escalate.
- Comfort working independently in a remote environment.
- Proficiency with Microsoft Office (including SharePoint) and Google Workspace, plus the ability to quickly learn new software systems.
- Familiarity with controlled insurance platforms and providers such as Marsh, PwC, Consolidated Risk Solutions, Willis Towers Watson, LCPTracker, Gallagher, Lockton, or Marsh McLennan.
Nice to Have
It's a bonus if you also have:
- Experience supporting multiple companies or client accounts.
- Proficiency with workers' compensation administration or audits.
- A background in construction or contractor compliance.
- Experience with multiple HRIS, payroll, CRM, project management, or compliance management systems.
- A bachelor's degree in Human Resources, Business Administration, Risk Management, Accounting, or a related field.
