Location: MD, USA

Work Environment: Remote; occasional travel may be required

Clearance Required: Public Trust

Status: Contingent upon contract award

Salary Range: $140,000 - $155,000

Knowesis is currently seeking an exceptional Consumer Reviewer Administrative Manager (CRAM) to join our team and provide invaluable support to the Biomedical Research Application Evaluation and Support (BRAES) program. The CRAM leads and oversees Consumer Reviewer recruitment, preparation, engagement, and support across BRAES, provides enterprise-level leadership for the Consumer Reviewer function, supervises Consumer Reviewer Administrators, develops relationships with advocacy and support organizations, and ensures Consumer Reviewers are appropriately recruited, prepared, supported, and integrated into scientific peer review.

The Job Duties and Responsibilities include but are not limited to the following:

  • Lead and oversee Consumer Reviewer administration and engagement across BRAES.
  • Develop and implement strategies and processes for identifying, recruiting, screening, and preparing Consumer Reviewers.
  • Oversee the Consumer Nomination process and program-specific Consumer Outreach activities.
  • Develop and maintain relationships with advocacy and support organizations, healthcare and community organizations, military and Veteran organizations, and other sources of prospective Consumer Reviewers.
  • Supervise Consumer Reviewer Administrators (CRAs) and coordinate workload and resources across programs.
  • Ensure Consumer Reviewers receive appropriate orientation, training, communications, and preparation for scientific peer review.
  • Ensure recruitment strategies support representation of communities affected by relevant diseases and conditions, including high-risk groups, military Service Members and Veterans, and other affected populations as appropriate.
  • Monitor recruitment progress, difficult-to-source requirements, participation issues, and replacement needs and coordinate mitigation.
  • Coordinate Consumer Reviewer participation and readiness with Scientific Review Managers (SRMs) and Scientific Review Officers (SROs).
  • Provide or oversee consumer-specific guidance, mentoring, accommodations, and support before and during peer review.
  • Coordinate technical assistance with the appropriate Contractor-Owned Contractor-Operated (COCO) peer review system support team.
  • Oversee Consumer Reviewer feedback, debriefing, lessons learned, and continuous-improvement activities.
  • Ensure Consumer Reviewer activities comply with Government requirements, schedules, confidentiality requirements, and applicable policies.

Required Qualifications:

  • Bachelor's degree in healthcare administration, public health, social work, communications, or another relevant field.
  • Five to seven years of relevant experience in patient advocacy, community outreach, volunteer or stakeholder management, health communications, or comparable work.
  • Demonstrated experience working with patient populations, advocacy or support organizations, Veterans, caregivers, or other affected communities.
  • Experience leading teams and managing outreach and recruitment activities across multiple programs.
  • Experience developing and delivering training or orientation to non-scientific audiences.
  • Excellent interpersonal, communication, organization, and relationship-management skills.

Preferred Qualifications:

  • Master's degree in a relevant field.
  • Congressionally Directed Medical Research Programs (CDMRP) or comparable Department of Defense (DoD) or Federal Consumer Reviewer experience.
  • Experience supervising Consumer Reviewer or patient/advocate engagement staff.
